Minutes of the meeting held on Tuesday 11th November 2008

4.      Minutes of the last meetings
5.      Matters arising: none that not covered elsewhere
6.      National Trust: ST reported lifebelt to SJ who said he would contact the person in SCC.
7.      Footpaths:  Talgarths Well FP need hardcore on rhs, RCC to monitor over winter.  SP said re. footpath map will help with the OS map as before and to get in touch when we need him.
8.      Highways:  RB mentioned that the ponds dug at Pilton Green at the side of the road are dangerous.  Write to NT re. position of new pond, Number of people expressed concern about proximity to road, please assure us that safety of road users has been taken into account.  Letter sent to Penrice but no response as yet.
9.      Village Hall & car park: Still having visitors, been a good year especially considering weather.  Made about 10K more than last year, but also have associated costs.  AMJ asked if any courses for residents.  SW said no. 
10.  WA correspondence: Review of the Community Boundaries in City and County of Swansea.  Notices to display and comments by 5th December.  Review of Community Council Election Results.  Invitation to attend a workshop on Reviewing the process. Fire and Rescue National Framework for Wales – to be filed.
11.  One Voice Wales: nothing to report
12.  Newsletter:  Everything sent to PV.  ST to take over if necessary.
13.  Planning applications: 2008/1713 has been APPROVED.  2008/1701 has been REFUSED.
Publication of the new design guide for householder development (19th June 2008).  Copies distributed.
Agendas for planning meetings have not come through and ST chased SCC who said they’d sent us a letter and taken us off the list because we didn’t acknowledge it.  ST has requested that we are put back on the list and a copy of the agendas that we have missed.

 

2008/2048 Ash Tree Hall -  Comments as follows: Dormer window in conservation area changes roofline.  Access if become holiday let.  Dimensions of whole site being altered by increasing height of wall and roof.  No descriptions of material being used apart from stone and slate e.g. doors and windows.

 

2008/2053 Ash Tree Hall – Current house is typical Gower building, most houses are same design in immediate vicinty.  This is not of that same design.  Property will be seen from road and coastal path down to Worms Head Hotel so both front and rear elevations important.  New build footprint of new build from 100m to 160msq.  Plot area to footprint is increasing from 28% to 40%.  Encroaching on building line plot with new entrance hall?
We do not feel it appropriate that this property should be demolished saying that its present condition does not justify economic repair.  Demolition gives no benefit to the community.  Would overlook local neighbours.  If effectively new development EV16, 6 has to be taken into consideration.  No way can access of exit that property safely specifically in height of tourist season.  EV9 design and materials inappropriate.  Precedent of not looking after a property and making it suitable for demolition.

 

2008/1164 Pilton Moor Cottage Amended application – reiterate previous comments.  Seek assurance that parking issue will be addressed. 
14.  Finance:  Mandate with HSBC to be taken back into Swansea.    Current position £2010.  Need to pay clerk £500. 
15.  Correspondence: Community Council Forum rescheduled to 25/11/08.  Do we want to attend training on the Code of Conduct?  Yes.  Swansea Building Society.  Community health council annual report.  Mid and West Wales Fire and Rescue Authourity – risk reduction action plan 2009-10.  Invitation to attend a public meeting about the Urdd Eisteddfod.  Wickstead playscapes brochure.  Clerk and Councils Direct.  Energy efficiency advice, Bereavement Care asking for funds.  Swansea Building Society re. premier savings account
