Minutes of the meeting held on Tuesday 12th May 2009

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Roger Button (RB), Steve Campbell Kelly (SCK), Nicola Rees (NR), Selina Taylor (ST) (Clerk)

4.      Minutes of the last meeting:  re. Ashtree Not happy with the planning application and letter will be sent raising our objections. 

5.      Election of chair, vice chair, treasurer, hall committee rep.: SW offered to stand again as Chair, proposed AMJ, 2nd NR.  AMJ will carry on as vice chair, proposed RB, SCK 2nd.  SW is current Treasurer and asked if anyone else would take on the job.  SCK volunteered.  SW proposed, NR 2nd.  SW is willing to stay on as village hall rep. and it was agreed that he should, but he made the offer that anyone else can join the committee if they so wish.

6.      Matters arising: SW still to speak to JH about covering the 30mph sign, but only when it happens again.  Local Development Plan for 2016 draft delivery agreement.  Passed to SCK to see if he wants to follow it up.

7.      National Trust:  ST2 mentioned to ST that the old village water tanks above rocket house at bottom of Rhossili Down on the rhs as you look towards the hill need to be covered as their foals are falling in. SCK to look at letter to see reply given warning about H&S and report to ST. 
8.      Footpaths:  Big gate at bottom of the hill by the Rocket House has dropped on its hinges.  ST2 mentioned that bottom step on stile opposite ladder above Fall Bay needs mending.  RB showed example footpath maps from elsewhere and example maps, both OS and Google maps.  Price from Geoff’s print shop was for reprint of old map £388 + VAT for 1000.  Heritage Centre doing half price offer this month £489 for 1000.  SW proposed that RB accept the cheapest quote.  RCC agreed.  SW said Village Hall will get advert soon.  RB waiting for adverts from ST2 and JB.  RB to go back to 3rd person and ask if willing to quote.  Proposed dedication of another section of Bridleway.  RCC have no objections.  Latch on gate at Middleton end of Keenmoor Lane has nearly broken off.  ST to write to SP.
9.      Highways:  Concern was expressed about the quality of the road resurfacing as none of the underlying problems with the roads were fixed prior to the new layer of tarmac being applied.  In some cases this has made the road more dangerous as the new layer disguises the fact that there are fairly deep soft hollows along the road side.  It has also been pointed out hat several water hydrant covers have been covered over.  Can you please give us assurance that these issues will be addressed as soon as possible?  ST to write to highways.  RB said that JF said the hedge at the bungalow at Newton Lodge has grown on the lhs going to Swansea, reaching out into the road and forcing farm machinery into the middle of the road going round the corner.    NR to speak to owners.   AMJ said School Lane was missed for rubbish collections two weeks ago and compost bins have not been delivered in the side lanes and not to all houses on the main road.  ST to write.

10.  Village Hall: New Evening Post plastic box provided by SWEP.  Letter of thanks. Ask June.  AMJ said that the lights are on 24/7 outside the hall, on the left of the door.  All lights to right of building were left on for 3 days and she said that it is a waste of money.  SW to report to VH Committee.

13.  Planning applications: Rose Cottage have changed the garage into part of their house.  SCK raised the observation as a resident.  SCC are looking into it.
2009/0581 Land adjacent to Middleton Hall – ask SCC for copy of approved plans to compare
C09/2102788 Talgarths Well, unauthourised garage.  RCC object to this appeal being granted as it is contrary to policies EV1, EV2 and EV26 of the City and County of Swansea Unitary Development Plan 2008.  This is a very sensitive, prominent site that can be viewed from miles around and the development is detrimental to the landscape by virtue of height, scale and mass.  It is much larger than it appears on the plan and it appears more comparable to a small domestic dwelling as there is no vehicular access to the building and we are particularly concerned about this as this is the second time that the appellant has been in breach of the planning conditions on this development.

14.  Finance:  Payment requisition advice passed to SW.  Invitation to the Wales Audit Office Conference 20th May 2009, Cardiff.  £578 in bank due to precept date not having arrived.  Invoice from VH for use of premises £60.

15.  Correspondence:  Clerk and Councils Direct.  European Election poster.  Community and Town Councils Forum 21/05/09.  Regional one day conference for Clerks and Councillors 7th July.  Invitation to Chair to Lord Mayor’s Civic Service 31/05/09.  RSVP.  Really Welsh selling Daffodils.  Komplay playgrounds.  Queensbury shelters.
