Minutes of the meeting held on Tuesday 12th September 2006

 

1.       Attendance:           Rob Dyer (RD) (Chair), Sally Beynon (SB), Roger Button (RB), Selina Taylor (ST) (Clerk)

4.       Minutes of the last meeting: Approved

5.       Matters arising:  none

6.       Short interview with Sarah Vine:  Sarah distributed questionnaires to be completed and returned for help with her dissertation.

7.       National Trust: No contact from NT re. Footpath leaflets and payment.  ST to chase.  Peninsula newsletter.  Letter from Sian Musgrave re. Erosion and remedial work to Bridleway 6 over Rhossili Down to put on noticeboards.  Letter from Isobel Thomas re National Coastwatch.

8.       Footpaths: Signs at top of Pitton Hill have been replaced.  Letter from D of E co-ordinator acknowledging letter from May and confirming that he has spoken to units involved over weekend of 13 & 14/05/06 reminding them of Country Code.

9.       Highways:  re. Pothole outside Church Park.  ST spoke to bus driver from Pullman who said that he had a right to turn around there, even over the edge of yellow line which demarcates the turning circle.  RD to chase Stewart Goulden in filling in the hole.

10.    Village Hall:  SW absent.  No up to date info.  Another grant of £75K has been received which goes towards financing the rest of the work.

11.    Public Inquiry into dredging: Decision has been delayed.

12.    WA correspondence: Guidance on providing indemnity passed to RD and has been filed.  Active Lifestyles Community Capital.  First Minister’s report 2005-06.  Draft version of “Commissioner for Older People in Wales Regulations” & “Commissioner for Older People in Wales (Appointment) Regulations” for comment by 20/10/06.  Invitation to discuss Beecham review of Local service delivery – beyond boundaries.

13.    One Voice Wales: Next meeting 10/08/06.  National Training Strategy reply by 25/10/06.  AGM 14/10/06.

14.    Planning applications: Extra meeting held on 15/08/06.
2006/1002 Ty Capel and 2006/0981 Channel View, 2005/1391 Talgarths Well, 2006/0666 Broadpark have been APPROVED. 
2005/2475 Foxgloves has been recommended for REFUSAL.
2006/1867 Pitton Cottage – RCC no objections
2006/1887 Gower Cottage - RCC no objections
2006/1955 Rhossili Car Park – RCC object on the grounds that there are more than adequate facilities in the area at present.  To allow the trailer will only encourage the proliferation of litter in this very windy area of the AONB.
Letter from Cllr Holley re. Complaint about Planning Dept. handling of 2005/0099
Succession of letters and photos from Mr Morris of New Park Cottage re. Marquee in field to rear.  If this proves to be a regular thing, then it will be a problem.
Unitary Development Plan. – majority irrelevant. Re. Industrial etc.  RB said that were not willing for good quality agricultural land to be used for horses and camping etc.  Nothing said about Rhossili.  Say that RCC has looked at the Proposed UDP and has no comments to make on the proposals therein.
Talgarths Well.  Letter to be deferred until next meeting.

15.    Matters relating to clerk: Deferred until next meeting.

16.    Finance:  Letter from Olive Beynon asking for increase in grant given to St Mary’s Church.  Annual return of accounts to be signed by Chair and Clerk.  Precept payment requisition passed to SW.

17.    Correspondence:  Letter from Barry Swinerton re. car park – deferred to next meeting and passed to SW.  Roland Button mentioned invasion of privacy caused by new open top bus touring Gower.  Does anyone else feel strongly about this?  Refer to Gower Heritage Centre first of all.  First Minister’s report from Edwina Hart.  Community Councils Forum 01/08/06 & Presentations given at meeting.  Bishopston Comp.
