Minutes of the meeting held on Tuesday 12th December 2006

 

1.       Attendance: Rob Dyer (RD) (Chair), Steve Walmsley (SW) (Vice Chair), Roger Button (RB), Christopher Beynon (CB), Sally Beynon (SB)

2.       Apologies:  Anne Morse-Jones (AMJ), Selina Taylor (ST) (Clerk)

3.       Declaration of interests:  CB planning application 2006/2562, RB Planning application 2006/2670

4.       Minutes of the last meeting: Approved

5.       Matters arising:  Village Green (Vanguard Bus Station).  SW is researching the history of the plot and is going to contact South Wales Transport.  Site visit will be made with next planning application site visit.

6.       Council elections: RCC elections for a new member have had to be postponed due to the newsletter not being published in time for Christmas.  Cut-off date for applications now 28/02/07.

7.       National Trust: nothing to report

8.       Footpaths: nothing to report

9.       Highways:  nothing to report

10.    Village Hall & car park:  RD mentioned letter from Mr Swinerton re. purchase of rented land.  Surveyor to look at the land and ask Mr Swinerton for an offer.  RD said that there was no need to advertise the potential sale.  RD to contact Mr Swinerton for a letter of proposal.
11.    WA correspondence: Consultation on draft guidance on the clean neighbourhoods and environment act 2005.  Respond by 29/12/06. No need to comment.
New consultation on proposed marine minerals dredging regulations and procedural guidance – must have comments by
05/01/07 –passed to SW.
12.    One Voice Wales: Invitation to Gower Community Council Website Committee Social Evening (now passed). Swansea Area Committee meeting 14/12/06.

13.    Planning applications: 2006/2151 Land at Pilton Moor (Holiday chalet) has been REFUSED
2006/1697 Jessamine Farm has been APPROVED
Notice received that the hearing for land adjacent to Sunnymeade will be held on
16/01/07 in the Guildhall.
2006/2562 Great Pitton Farm, Rhossili:
Re-roofing of lower cowshed and stable (application for Listed Building Consent).  2006/2670 Foxgloves, Pitton Cross, Rhossili: Two storey side and first floor side/rear extension and single storey rear extension incorporating conservatory. RCC had no objections to either application.
RB had paperwork giving the definition of a caravan and rules and regulations regarding caravans and mobile horse shelters.
Horse shelters have to be moveable and not moved regularly, it just has to be proved that they can be moved.

14.    Finance:  Precept advice form 2007/2008.  RCC agreed to increase in line with inflation from £1800 to £1890.  Letter of thanks from 3rd Gower Scout Group for donation.

15.    Correspondence:  Community Councils Forum 21/11/06.  Alzheimers’s Society  newsletter, accounts and info. on local services.  Llangollen International Musical Eisteddfod asking for a donation.  Age Concern Swansea annual report and directory of services for older people -  questionnaire to send back.  Christmas Card from the Lord Mayor.
