Minutes of the meeting held on Tuesday 13th January 2009

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Roger Button (RB), Steve Campbell Kelly (SCK), Selina Taylor (ST) (Clerk)

5.      Matters arising: none that not covered elsewhere
6.      National Trust: Peninsula newsletter for Winter. 
7.      Footpaths:  AMJ said that Steve Jones has complained about finger signs and said that money could better have been used elsewhere.  Letter to say concerned about the work that has been carried out on the coastal path. It has been pointed out by several residents that the finger posts are obtrusive and detract from the path, rather than enhance it.  It has also been pointed out that some of the path modifications have been detrimental to the overall amenity of the coastal path, particularly the case in Paviland Valley.  We look forward to your comments on this matter.  Copy NT and footpaths.  RB gave diagrams and text to SP but SP is ill, so await news.  RB drafted a list of potential advertisers.  SW said a few stiles from Paviland and across Pitton Cross have been replaced.  Footpath 11 stiles 3 and 4 are getting a bit wobbly on the bottom steps.
8.      Highways:  re. Mirror at bottom of School Lane.  This was passed to traffic.  Response to say that request could not be progressed.  ST responded to ask what would be the implications of a mirror being placed there by an individual and could they give us an alternative solution to the mirror.  Bin at bottom of School Lane has been passed to Env. Health and other jobs (potholes in Pitton and depressions outside village hall) have been entered into the system.  Letter: Concern from members of the community that Green bags not picked up in the side roads in Rhossili and could you please make sure that these are collected in the future.  Cardboard collections from doorstep now available, thin cardboard to be put with the paper and thicker cardboard flattened and put behind the green bags.  AMJ mentioned that Christopher Beynon complained about side of road at Pilton Moor, RB also reported and has been sort of filled, but not flush with road.  Gully down School Lane, between farm and bus shelter.  Only one drain below Riverside, which is never used, why isn’t it moved to opposite side of road?  Letter: Please look at drainage on School Lane, surface flooding after heavy rain, could you suggest way it could be improved.  The drains probably need clearing.  AMJ said that the  mechanical cleaner was out again picking up nothing on a Sunday.  SCK and RB are in the process of mending the Rhossili sign.  Re.Stones on The Green  SCK gave map of The Green and illustrated what is needed.  The Cross base is not a listed monument on The Green.  SCK to have discussions with residents and track users.
9.      Village Hall: Nothing to report.  Small bits of maintenance to be done during January.
10.  WA correspondence: Call for evidence deadline extended to 30/01/09.
11.  One Voice Wales: The Voice newsletter.  Recommends putting aside a budget for councillor training.
12.  Freedom of Information Act: Web page put together and now live to comply with the guidelines 
13.  Code of Conduct Training: SW to get an electronic version of the presentation given and distribute to everyone.
14.  Councillor position vacant: No applications received before the deadline, but interest has been expressed since.  Re-advertise with deadline Monday 9th Feb.
15.  Planning applications: 2008/2373 Rhosmor – RCC no comments
16.  Finance:  Current position £1591.33.  Bill from auditors.  Invoice for £30 for additional page covering FOI on website from ST.  Precept to increase by £60.  RCC agreed.  Accounts to be displayed with ST and notices to be put on boards.
17.  Correspondence: Funding your police service consultation 2009.  RSVP by 02/02/09.  Surgery posters for Edwina Hart AM and Martin Caton MP.  Clerk & Councils Direct.  Play for Wales newsletter.  Lord Mayor’s Charity Ball 13/02/09 RSVP.
