Minutes of the meeting held on Tuesday 13th February 2007

 

1.       Attendance: Rob Dyer (RD) (Chair), Steve Walmsley (SW) (Vice Chair), Roger Button (RB), Christopher Beynon (CB), Anne Morse-Jones (AMJ), Sally Beynon (SB), Selina Taylor (ST) (Clerk)

2.       Apologies:  none

3.       Declaration of interests:  SB (because her uncle was involved), CB (because it happened on his land) re. shooting parties in Mewslade

4.       Minutes of the last meeting: Approved

5.       Matters arising:  none that are not covered elsewhere on the agenda

6.       Council elections and newsletter: PV told RD no info from Village Hall and Youth Club.   RD said should go ahead irrespective.
7.       Noticeboard in Rhossili: Broken in the wind.  RD had possession of the door, and has mended it temporarily.  RD will ask if NT can finance this.  RD to investigate purchase of a new one.

8.       National Trust: Peninsula newsletter.  Email from SM re. Water safety signs at Rhossili meeting 27th February.  RD to attend.

9.       Footpaths: Letter sent to SP at SCC & acknowledgement received.  SP has been to assess footpath problems.  Fallen Ash tree by pheasant pens has been cleared.
10.    Highways:  Letter sent to SG.  No response as yet.  Some anxiety as to frequency of emptying dustbin at bottom of School Lane.  Request provision of another bin adjacent to the Village Hall for public usage near access to Fall Bay.  Letter to NT - It has been noted that the boundary wall on main road opposite Broadpark is losing masonry and brambles coming over the top.

11.    Village Hall & car park: Old Kitchen is nearly converted into meeting room.  Upstairs have begun plaster boarding.  Also PIR light to be installed outside.  ST to write letter of acceptance to BS for purchase of car park land and reiterate the conditions that he will pay the conveyancing costs.  RD spoke to BS about topping of trees.  Part of hedge is interfering with the wires entering his property.   RD to remove the branches that are interfering.

12.    Shooting Parties in Mewslade: Email from SM including NT licence conditions to shoot foxes.  RD said that as Police have not taken action it should be left to the NT.  Letter to NT to say RCC are happy to leave matter in their hands however, we feel that it would be helpful to display notices warning the public on the direct approaches to the shooting area.

13.    Village Green (Vanguard Bus station): All RCC have viewed the area.  As land has no value to RCC and SCC are clearing the area, leave it alone but keep an eye on what is going on – that Council are cutting etc. RB mentioned two concrete slabs that are on the Green to take slats for benches.  Does anyone know anything about these?

14.    WA correspondence: Local service boards/service agreements consultation paper – views by 02/04/07 – passed to SW. Notification of appropriate sum under section 137 of LGA 1972 – passed to SW.  Change to maximum repayment period for borrowing by CCs in 2007-08 – passed to RD.  Fire and Rescue revisions 2007, comments by 02/03/07 – no comments.

15.    One Voice Wales: Invitation to renew membership.  £30.  RD proposed – passed unanimously.  Swansea Area Committee 08/02/07.  “The Voice” newsletter.

16.    Planning applications: 2007/0104 Pylewell Farmhouse.   We want to reiterate that we would have no objection to single storey building but we feel that the size and scale of the proposed development is excessive.

17.    Finance:  SW gave printout of current financial position.  Bills to pay are Village Hall - £120 for rent for meeting space and £30 to OVW subscription.  Precept advice letter passed to SW.  CB suggested having a community skip, SW wait until Hall is finished.  RD suggested 2 skips.  To discuss next meeting.  RB mentioned that Tourism Association had mentioned recycling facility at this end of Gower.  Maybe we could write in support?

18.    Correspondence:  Email from VJ asking for a letter of support for Pauline father’s book.  Letter came between meetings and letter was sent by SW.  CAMS consultation document, response by 3/05/07 passed to RD. SWW Regional Committee meeting 02/03/07 0 Maintaining the health, wellbeing and independence of older people – posters for the boards.  Community Councils Forum 06/03/07 – presentations on budget and planning delegation –passed to SW.  Surgeries posters for AM & MP surgeries for 2007 for noticeboards.
Citizens Advice Bureau vacancies on the trustee board.  Safer
Swansea meeting 06/02/07 RSVP.  Longfields Association looking for donation.  Training for business newsletter from Swansea College.  Bishopston Comp. newsletter.  Programme of events for Llangollen International Musical Eisteddfod 2007.  Quality of Supply report 2006 from Western Power.
