Minutes of the meeting held on Tuesday 13th March 2007 

 

1.       Attendance: Steve Walmsley (SW) (Vice Chair), Christopher Beynon (CB), Anne Morse-Jones (AMJ), Selina Taylor (ST) (Clerk)

2.       Apologies:  Rob Dyer (RD) (Chair), Roger Button (RB), Sally Beynon (SB)

4.       Minutes of the last meeting: Approved

5.       Matters arising:  none that are not covered elsewhere on the agenda

6.       Council elections and newsletter: Newsletter has now been published and distributed.  Bill for £79.80 for copying costs. Applications for Councillor have to be in by end of March for review at the next meeting.  ST reported that she had only had one further applicant and they were not eligible for consideration at present.
7.       Noticeboard in Rhossili: RD absent therefore defer until next meeting.

8.       National Trust: Water safety signs at Rhossili meeting which RD to attend- deferred.  Had response from NT re. warning signs for shooting parties, SJ said that she will pass on our useful comments.

9.       Footpaths: Letter from Michael Workman re. proposed creation of public bridleway, whereby part of FP 20 would become part of BW12.  Ask for new map with points marked and accept if ok.  Dangerous stiles and gates in vile.  ST to write.

10.    Highways:  Letter sent to NT - It has been noted that the boundary wall on main road opposite Broadpark is losing masonry and brambles coming over the top.  Reply will see what work they are planning this year, if any and will come back to us.  Chevron down at Margam Corner and ditch at Newton Lodge to be cleared, also 30mph line opposite High Priest needs attention/replacement – letter to Highways.  CB said really worried about cyclists and surfers on road to Scurlage, will be a serious accident with people overtaking and cutting corners.

11.    Village Hall & car park: ST wrote to BS accepting offer on car park and has now been contacted to say that he is back home.  Where do we go from here?  Wait to hear from your solicitor.  SW to sort out.  SW said busy painting in hall, major work has been done.  Will be discount for local  people if they want to hire it.

12.    Village Green (Vanguard Bus station): All RCC have viewed the area.  As land has no value to RCC and SCC are clearing the area, leave it alone but keep an eye on what is going on – that Council are cutting etc. RB mentioned two concrete slabs that are on the Green to take slats for benches.  Does anyone know anything about these?  Deferred.
13.    WA correspondence: Local service boards/service agreements consultation paper – views by 02/04/07 – passed to SW.
14.    One Voice Wales: nothing to report.
15.    AGM: Propose Tuesday 24th and Wednesday 25the April.  CB to ask JF, SW to ask RS.  Invite SJ.

16.    Village Skip: SW said wait until building work on hall has finished.  Maybe early May.  1 at village hall mid week and if fills order another.

17.    Planning applications: 2003/1040 Sunnymeade appeal has been DISMISED.
2006/0252 Great Pitton Farm has been APPROVED.
2007/0418 Windy Walls – Two storey side extension.  RCC believe that this is a very visible site and although we do not object in principle to the development we would object to any further revised plans that made the extension larger than this current proposal.

18.    Finance:  Notification of precept payment dates & change to appointment of external auditor - passed to SW.    Bill for 2005-06 audit work £141.00

19.    CorrespondenceCarmarthen Bay & Estuaries European Marine Site Liaison Surgery.  South Wales Police, letter from new Divisional Commander introducing himself.  Community Council Forum next meeting 06/03/07. Safer Swansea partnership minutes from 06/02/07.  Clerk & councils Direct.
RNID Cymru consultation.  Climbing higher national sports & physical activity strategy local consultation & funding update events.  Wickstead Leisure brochure.

20.    Items for the next meeting: Vote for new council remove Vanguard, displaying completed audit forms, discuss skip in AGM.  If amended plans opposite Steve don’t arrive within a week, let him know.
