Minutes of the meeting held on Tuesday 13th October 2009

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Steve Campbell Kelly (SCK), James Beynon, Sally Thomas (ST2), Selina Taylor (ST) (Clerk)
2.      Apologies:  Roger Button (RB), Nicola Rees (NR)
3.      Declaration of interests:  none
4.      Minutes of the last meeting: Approved                         
5.      Matters arising:  ST reported that OVW asked us to put it in writing about the trees in the car park so that they can advise further.  SW to talk to RS re. what the VH insurance covers.  Members to look at the trees.  SW to ask RS about a notice re. cars parked at owners risk etc.  SW said we should also have a notice to put out saying where the RCC meeting is.
6.      National Trust:  ST2 said that the NT are re-fixing the mesh covers on the old water tanks.  Planning for track re-alignment to the Old Rectory was recommended for refusal.
7.      Footpaths:  Footpath maps – see finance.   Proposed extinguishment of FP 20.  RCC no comments. First stile off the lane at Rhossili end on FP 11 needs attention.
8.      Highways:  School bus being parked in front of access gate by cattle grid in School Lane.  ST2 said that the school have been told that the vehicle will be clamped if it is ever left there again.
9.      Village Hall:  SW said that the website is now much more informative.  Bookings going ok. 
10.  Parking in Rhossili: SCK said that he has had confirmation from TMC that the work can go ahead providing local stone is used.  SCK was told by NT that there are a pile of stones near Hillend.  ST2 to get phone number of Hillend.  SW said that JF also said that they might have some stone.  ST reported that Allianz will cover damage to property and possessions and individuals volunteering for RCC during the works, but will not cover anything to do with the mechanical machinery.  SCK to speak to JB to find out when work can start.
11.  Newsletter: Coastguard, Mouse Racing, MacMillan’s Coffee Morning, Wednesday Club, Keep Fit, WI, RCC roundup, NCI, Youth Club, Village Hall, Ecumenical group, CB farmer’s diary, Church & Chapel, NT.  Deadline by end of October.
12.  Noticeboards:  ST proposed the something like the following text to be inserted into each notice board and a portion of each board marked exclusively for RCC use.  “This notice board is the property of Rhossili Community Council.  Please do not place any notices in the section marked “For RCC use only”.  Private commercial notices, notices that are size A3 or above and notices that overlap existing ones to their detriment are not allowed and will be removed”. 
13.  Article in the Gower Society Newsletter:  SCK said that Rhossili was the only place that came off quite well.

LOW CARBON COMMUNITIES CHALLENGE  – for communities looking to reduce climate change locally.  BT Community Connections - Once again we are looking for community and charitable groups to submit applications for a laptop and a year’s free wireless broadband.  RURAL BROADBAND EVENT - 14th OCTOBER - PEMBROKE DOCK
16.  Planning applications: 2009/0328 Annies Stables conservatory has been withdrawn.
2009/1130 Foxgloves has been APPROVED.
2009/1381 Pilton Moor Stables – RCC has no objections
Ash Tree site visit deferred until today.
C09/2112669 Rose Cottage – We do not support the appeal by Mr of Rose Cottage… This is because RCC agree with the comments made by the planning department in that it is detrimental to the visual amenity of the area and does not integrate with adjacent properties adversely affected and the “street scene”.
17.  Finance:  Notice from Wales Audit Office advising of report to assist councils to develop their financial arrangements.  Passed to SCK.  Chq for £30 from Pitton Cross Farmhouse re advert passed to SCK.  ST reported that all maps and adverts have now been invoiced for.  Cheques received since last meeting: £72.50 £30 Gower Holidays, £30 Pitton Cross for adverts, £12.50 Scurlage shop for maps.  £30 Bay Bistro advert.  £55 NCI £30 advert, £25 for 100 maps.  £30 from Gallery for advert received.  11/09/09 £1445.45 balance in bank.

Visit to Vale of Glamorgan Community Liaison Committee.  Tickets to concert at Bishopston Comp.  Swansea Waste Forum 15/10/09.  Society of Local Council Clerks offering membership.  Dredging update from Alun Cairns.  Secondary School Options under consideration by SCC.  Launch of Rural Development Plan.  Commons Commissioners re. land not in Rhossili.  Review of the CCS Gambling Act.  Mencap, Bobath, Victim Support and Pit Ponies asking for funds.  ST announced that she would like to step down as Clerk to RCC.
