Minutes of the meeting held on Tuesday 13th December 2005

1.       Apologies:             Pauline Bevan (PB)

2.       Declaration of interests:  Planning application 2005/2475 RB & RD

3.       Minutes of the last meeting: Approved

4.       Matters arising: None

5.       National Trust: New manager in NT shop.  Also NT have been given notice to leave their property in Reynoldston at the end of the lease and will be looking for new premises.

6.       Footpaths:  None

7.       Highways:  Hole opposite Cefneithin now very deep under the tarmac.  Letter to SG to say that it is now extremely concerned about the initial small hole.  Hole has increased I depth by a substantial degree and there is local concern about an imminent collapse of the road surface either in part of whole, which in turn would lead to part of the community and the Council’s own activity centre becoming isolated.  Very urgent.  RD to phone.  Chevron installed at top of Pitton Cross Hill.  Also mention about the missing road signs that were damaged due to hedge clipping.

8.       Newsletter: No feedback. ST to produce bill for printing newsletter

9.       Village Hall: Work ongoing

10.    WA – Review of local service delivery in Wales: AMJ provided comprehensive answers that RCC agreed should be sent off to WA.
11.    SCC Draft strategy for over 50’s: deferred to January
12.    Countryside Access Plan: deferred to January
13.    Broadband in Rhossili: ST was asked by Sion Brackenbury to raise this point.  Certain houses dotted around Rhossili are able to receive Broadband, but many are not.  ST to write to enquire why and get address from SB.

14.    Planning applications: 2005/1955 Bellendaine has been APPROVED
2005/2305 Field 2872 Mewslade View, 2005/2309 Field 0050, Eastmoor Farm, 2005/2341 Morawel, 2005/1761 Newton Lodge, 2005/2478 Field 7376, Pilton Moor Stables RCC no objections, suggest 2005/1761 barn to be coloured green.
2005/0099 Land adjacent to Middleton Hall, object to extra bedroom same as last time.  Reiterate continued objection to positioning of footprint and understand that level of slab on plot one is higher than it should be.  Ask to check due to the sensitive location.
2005/2475 Foxgloves, Pitton Cross – RCC no objections pending site visit, if different another meeting will be called.

Seek letter of clarification from SCC as to whether there are date restrictions imposed on touring caravan sites in the area.
Policy to deal with breaches of planning deferred until January.

15.    Finance:  Request from church for upkeep of graveyard - £100.  Request from Village Hall for promised £500 and £160 rental for meetings.  Both agreed.  Agreed to purchase laptop for clerk and RCC use, as long as it remains property of RCC.  Letter from SCC asking about precept for 2006/2007 passed to SW.  Need reply by 31/01/06.  Agreed to ask for same amount as this year.

16.    Correspondence:  Letter received from RB detailing steps taken to regularise planning application re. shop.   Has been let down by architect and needs to start again. One Voice Wales area committee meeting 15/12/05.  Community Councils Forum 10/01/06.  Gower Society Public Inquiry on dredging – how do we want to respond?  Letter to nearby CCs asking for co-operation?
SCVS newsletter.  WRVS & Alzheimer’s Society letters requesting funds.  Bishopston Comprehensive School opening of Sports Hall 09/12/05.  SCVS annual report.  Swansea and district National Eisteddfod appeal.  WA 3 year revenue and capital settlements for local authorities in Wales: a consultation paper from the WAG – not applicable.  National Assembly for Wales re. playing fields under threat.
