Minutes of the meeting held on Tuesday 14th April 2009

4.      Minutes of the last meeting:  Point 6, amend letter to SJ not ST.  SCK said should we take a similar interest, also ST2 not SB in point 8

5.      Matters arising: None not covered elsewhere in the agenda

6.      National Trust: Nothing to report
7.      Footpaths:  Stile 1 on FP 17 Fall Bay end still rickety.  Broken dog stile.  SP replied to say- I will have a look at the Paviland work and see if our team can do any interim work until it weathers in.  With regards to the steps, we have done some repairs to sections but a total revamp is a large undertaking which would probably require an engineering solution, this will have to be looked at again but I cannot give you a timescale.  I have looked again at Talgarths well and the team will be in the area over the next few weeks, we are doing work on the gates and stiles around Kingshall and clearance on RH 28 and RH27 which connects to Keenmoor lane. There are some wet/boggy patches on the eastern end of Keenmoor Lane which we will repair after April. 
Letter re. Anomaly at footpath 26 - because of the proximity of proposed footpath to Windy Ridge, it would be preferable to retain definitive path as marked on current OS map.
Letter re. creation of a public footpath at Bunker’s Hill.  No objections.
Footpath sign behind Evening Post box on floor and needs to be reinstated.

8.      Highways:  RB reported Gower Forum have proposed blanket 40/50mph speed limit on National Speed Limit roads.  Also that SCC have no plans to have recycling facilities in Gower.  SCK said that speed limit sign at Joe’s Café says 30mph coming into village and national speed limit down to car park.  Markings appeared on road as to where SCC are going to repair, but don’t seem to have been very consistent.  SW to speak to Jem Howe to ask him not to cover the 30mph limit signs coming into Middleton.  SCK said that parking on The Green over the weekend was considerable.  Keep monitoring the situation.

9.      Village Hall: Film night 24/04/09 “The Duchess”. Reply from Paul Carter, Evening Post re. box - I managed to visit the site of the box yesterday; yes it is in a very poor state of repair and no longer standing. We no longer have these boxes and it would be cost prohibitive in replacing it. However having thought about how we can continue this service, would it be possible to deliver a flat plastic case which could be stored on site and the papers left in? The service could continue the papers would remain dry.  PV suggested that we attach a box to the back of the wall.  Ask for box and wait to see what it looks like.

10.  Date of AGM:  14th May. 

11.  WA correspondence: Invitation to visit the National Assembly Senedd building.

12.  One Voice Wales: Receipt of membership renewal.  Need to nominate councillor to attend meetings – no one nominated.  Notification next meeting 9th April. Info about Calor VOY Wales. Voucher for discounted litter picking equipment.

13.  Planning applications: 2009/0027 Crossfield has been APPROVED.
CS09/0014 Talgarths Well  enforcement notices served on unauthourised building.  Will take effect on 27/04/09 unless an appeal is made before hand. 
2009/0308 Pitton Cross – RCC no comments, 2009/0328 Annie’s Stables, Middleton - RCC no comments
2008/1701 Land off School Lane has gone to appeal – RCC reiterate letter, will not solve any housing needs in the area.  No demonstrable need for this building.  Although the current owners already own a property, they have not and do not currently reside in Rhossili.  Ask for notification in writing.  2009/0283 Rhossili Car Park: RCC would not object providing that the planning is on a fixed term in the first instance.  2009/0435 Ash Tree Hall, Rhossili:, 2009/0438 Ash Tree Hall, Rhossili:, 2009/0439 Ash Tree Hall, Rhossili: Not happy with the planning application and letter will be sent raising our objections.
New LDP and Delivery Agreement.  RSVP 29/05/09.  AMJ left the meeting.  Passed to SW.

14.  Finance:  Remaining 120 Footpath Maps sold to NCI.  Cheque for £30. Allianz Insurance renewal £289.48.  RCC agreed.  Annual return for year ending 31st March passed to SW.  Year end statement £1120, balance dropped by £700 cf last year, but carrying over £1K.  Remuneration paid to clerk ¼ in advance, £250 to cover April-June.

15.  Correspondence: PACT meeting 20/04/09 Reynoldston.  Any issues?  No.   DVD “Tick Tock” from ICO about FoIA.  Invitation to Lord Mayor’s Inauguration 08/05/09 RSVP No.  Gower Society newsletter and programme of events.  Bishopston Comprehensive newsletters, also say will attend meeting to discuss future proposed developments.  Play for Wales newsletter.  Community and Town Councils Forum 17th March.  Royal Welsh Agricultural Society asking for funds.  Local Boundary Commission for Wales newsletter.
