Minutes of the meeting held on Tuesday 14th April 2010

 

1.      Attendance: Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ)  (Vice Chair), Steve Campbell Kelly (SCK), Roger Button (RB), Selina Taylor (ST) (Clerk)

2.      Apologies:  Sally Thomas (ST2), James Beynon (JB), Nicola Rees (NR)

3.      Declaration of interests:  SCK on Highways (by The Green).

4.      Minutes of the last meeting: Point 7 should read “new gates have replaced the stiles down to Fall Bay”

5.      Matters arising:  None that will not be covered elsewhere on the agenda.

6.      Date of the AGM: Wednesday 12th May.  Letter drop to houses.  Put agendas for VHC and RCC on either side.
7.      National Trust:  Peninsula newsletter received.  ST met someone on the cliff complaining about the loud drum beats coming from Middleton.  Does anyone know where it originated?  RB said there was a coastguard incident on Saturday and all gates through Vile were locked. 
8.      Footpaths:  Steve Parry said that hoping to replace all stiles on FP 11 with gates very soon.  Stile at Fernhill will be removed.  RB said number of people have got lost on f/p going east from campsite, maybe new redirection is not signposted sufficiently.  RB to check.
9.      Highways:  JD replied to say that Veolia now under new management and looks hopeful.  ST sent email to SCC and new manager at Veolia.  Severe pothole opposite Kimley Moor, and on double bend, was repaired this year and has failed again    Drain at bottom of School Lane at side of Middleton Hall needs clearing.  AMJ said bus broke down this side of Penmaen last Wednesday.  Email from SCK regarding the erosion at the side of The Green.  Letter to Highways and CC Penrice Estate, NT.  Problem with drainage from main road and NT land, eroding track, eroding monument, destabilising support for retaining wall of The Green, reducing the size of The Village Green, could be fixed by putting a gully in and connecting to the associated drainage. 

10.  Village Hall:  Mrs Swinnerton asked ST what was happening about the trees following their letter last September.   SCK to ask JB about the valuation of the car park.  If he hasn’t had it, then NR to phone Martin Jenkins.    

11.  Parking in Rhossili:  SCK reported that area most sensitive to people parking, up by the church.  Restricted it to 12ft.  Rest of stone has come from JB’s fields, remainder will come from Talgarths.  RB said sign has been repaired and is now ready to replace.  RW and Jones family are happy with the placing of the stones.

13.  One Voice Wales: Swansea Area Committee 8th April.  Find out more about becoming a Fairtrade village.  Involvement with allotments in Rhossili.  Information from the War Memorials Trust.  Wales Sustainability Week 17-23 May 2010. Scam warning in case we are contacted by a company calling itself ‘Child Protection UK Ltd’ and demanding money.  Information about forthcoming activity and events around Climate Change and Sustainable Development in Wales.  The proposed Welsh Language Measure, following further consultation once it is approved, will lead to standards for Welsh-medium services being placed on a range of bodies, including community and town councils. This will replace the current Welsh Language Scheme system. Planning application system in Wales: “One Voice Wales was represented at various events held as part of the review. Formal response submitted by One Voice Wales on the draft review report.  We will continue to monitor the implementation of the review to ensure the views of our sector are properly heard”.

14.  Planning:   2009/0772 Talgarths Well has been APPROVED, so the appeal has been withdrawn.
2010/0024 Eastmoor Farm and 2010/0026 Mewslade View have been APPROVED.
2010/0504 Annie’s Stables -  RCC no comments

15.  Finance:  New manager in NT shop and she said that money for footpath maps would be paid into the bank account.  NCI invoiced for 200 footpath maps, cheque received.  SW said final balance will be £1108.45.  Audited accounts to be presented at the next meeting.  No receipt yet received from OVW.

16.  Correspondence: Gower AONB Design Guide Councillor’s workshop 24th March.  The Gower Society programme of events and newsletter.  Glasdon products.  Strategic Framework Presentation from meeting of 16th March.  Letter from Reynoldston CC about relocating the Police Station.  Allied Healthcare information.  Play for Wales- pass to JH.  Insurance renewal – Now with AON.  Premium £309.61.  RCC agreed unanimously to pay.  Invitation to Lord Mayor’s Inauguration  - RSVP.  Mid and West Wales Fire and Rescue Authourity Annual Action Plan 2011-2012.
