Minutes of the meeting held on Tuesday 14th June 2005

Declaration of interests. ST re website.  ST & SW re planning application at Ship Farm.  AMJ completed the “Member’s interest forms” and “Acceptance of the SCC Model Code of Conduct Forms” for the records.
1.       Minutes of the last meeting: Approved.
2.        National Trust.  Nothing to report.  Awaiting article fro newsletter from SJ.
3.        Footpaths.  Footpath leaflet.  ST to create digital versions of as much as possible for the leaflet and pass to RB.  Copyright fee is £60 + VAT.  RD proposed that we accept that, 2nd by AMJ. SW to send cheque to OS.  SDF Grant application form to completed by RD when we know how much the overall cost will be.
4.        Highways and flooding.  RD spoke to Stewart Goulden (SG) of SCC and reported that the chevrons at the top of Pitton Hill & Margam Corner will be reinstated.  The potholes will be filled in the turning circle in Rhossili and a bench will be placed in the bus stop in Rhossili.  Also received a letter to say that the dangerous sign at Scurlage has been removed.
The new sign for the Rhossili Residential Centre is confusing.  People turn up
School Lane thinking that they are going to Rhossili.  Received several complaints.  ST to send letter to SG saying that it is causing a large amount of confusion up a single track road.  We believe that the problem would be resolved by removing the word “Rhossili” from the sign.
5.        Village Hall.  Village Treasure Hunt will take place on Saturday.  9th July will be PB’s Strawberry Tea.  SW to send letter to Broadhay asking for the £1 rent for the land for April 2004 to March 2005.
6.        Meeting with Police.  Letter not sent yet.  Received more support from Upper Killay CC, Penrice CC, Pennard CC.  Gowerton & Killay do not want to be involved.  ST to send letter to Police.
7.        One Voice WalesArea’s committee meeting 08/06/05 – missed between meetings.
8.        Welsh Assembly Consultations.  Nothing to report.
9.        Newsletter. RD proposed that we put the Newsletter out twice a year.  Will aim for July 05, then Nov 05, then every six months thereafter.  Steve Jones will do an article on the Coastguard, Sian Jones will send an NT article, also have Gower Bird Hospital article.  Send everything to PV in two weeks.
10.     Gower Community Councils Website.  SW reported that the site will go ahead and that all Councils who have previously not been involved will be re-contacted to ask them if they want to come in at this stage.
11.     Emergency Phone. RD went to a meeting on 06/06/05 with NT, representative from SCC and Coastguard.  Want to improve safety issues by putting a new sign on the Worm.  Hope to have an emergency phone at the bottom of the cliffs.  Are going to approach BT for a free phone, however it is likely that the phone at the coastguard station will be removed.  ST said that according to the minutes the quote to install a phone at the bottom of the cliffs in October 2002 was £4.8K.
12.     Planning applications. Minutes of extra meeting 31/05/05 approved.
2005/1214 Pylewell Farmhouse: variation of condition 1 of A00/1081 - no objections
2005/0757 Ship Farm: amended plans - no objections
2005/0009 Morawel, Middleton has been APPROVED by SCC.
2004/1913 Golf course at Kimley Moor has been recommended by SCC for refusal.
ST to send letter re. lack of consultation on 2003/1040 Sunnymead application and for updates on Talgarth’s Well.
13.     Finance.  Accounts approved with minor amendment to say Chapel meeting “donations”.  RD proposed, 2nd RB.
14.     Correspondence.  Letter from Gower society re. signs in Gower.  Letter to Cllr Hague, copy Gower Society saying that we support the standardisation of road signs on Gower and the removal of redundant posts.  Where applicable we consider the finger posts are preferable to larger signage.  We support the general principles in the letter but we would wish consultation before final decisions are taken.
Acknowledgment of comments on AONB draft management plan. Also included some leaflets on a North Gower cycle route, which was one of our suggestions.  Community Council Forum preference of meeting on Monday or Tuesday? Reply no preference.  Local Council Clerks meeting on
17/06/05 ST unable to attend.  Letter from Cllr Hague re. launch of access to the countryside – date occurred between meetings.  Safer Swansea conference – no interest and meeting – no attendee.  Swansea CAB vacancy.  Book “Conflict in the countryside”.  Shaws Books, forms and records for Local Councils.  Fire & Rescue National Framework for Wales.  Annual report of the County Archivist 2004-05.  Rubbish put out by Holiday Homes is proving to be a problem if left out on the wrong day.  RB to produce a flyer to put through doors.
15.     Items for the next meeting.  Nothing extra, however decided to meet every three weeks to avoid having extra meetings.
