Minutes of the meeting held on Tuesday 14th July 2009

4.      Minutes of the last meeting: Minutes approved with minor alteration in point 10, changed SCK to SW. 

5.      Matters arising

6.      National Trust:  Email from Sarah Stevens to say that NT have covered the old water tanks with metal mesh.

7.      Footpaths:  Notice of Confirmation of Diversion Order of FP R30, 31 and 38.  SP replied to say that the church footpath has been cleared and FP 11.  FP 12 stile is being repaired.  NR asked SCK to say about potholes between Fernhill and Keenmoor, NT own it but have said that the repairs are the responsibility of the user.  Write to SP about this.  Footpath maps (see finance).
8.      Highways:  RB reported that he mentioned hedge cutting in Gower Forum.  Apparently owners of Newton Lodge have been in touch with Highways dept. to ascertain what their obligations are.  NR asked SCK to mention to the meeting that she has spoken to the owners.  AMJ mentioned new bin is not being emptied by bus stop in Middleton.
Email from John Lewis to say that he has forwarded our concerns about the buses to the MD of Veolia.  No response from him as yet.  Email from Claire Perry, Recycling Officer to say that the houses that we quoted in the email as to whom have not received the compost bins, will be visited and access assessed.
Email from Chris Gibbon “Thank you for your e mail concerning the resurfacing work.  We are aware that only minimal preparation work was carried out prior to the surface dressing operation.  The object of this treatment was to seal the road surface and restore good texture depth as the old surface was flush in the majority of the site.  We carried out jetpatching work to the worst of the potholes and edges.  As you appreciate this is just a sealing process not a structural repair .If problem areas deteriorate further then they will be addressed locally at a later date.  The contractor has been informed about the buried hydrant covers and will arrange the necessary remedial work”.  Copy of email from Pauline Bevan to Highways re. covered manholes, water hydrants etc. and inappropriate cats eyes that could be tripped over in the dark.  Concern expressed about Middleton village sign being adorned with extra signage.

9.      Village Hall:  Nothing to report.

10.  Parking in Rhossili:  No response from Penrice.  ST to chase.  RB spoke to Roger Woolacote and he suggested big boulders to narrow the road as being the best deterrent.

11.  Village Hall: Nothing to report.

12.  WA correspondence: None

13.  One Voice Wales: Invitation to councillors to learn more about how their council can enhance their community.  RSVP 17th July.  12-13 meetings between October 2009 and Jun 2010.    National training programme for community and town councils in Wales -  training calendar for rest of this financial year.

14.  Planning applications: RB said that Planning Enforcement said that if a property is demolished by accident or otherwise that any planning would become null and void. 
2009/0581 Land adjacent to Middleton Hall has been APPROVED.
2009/0283 Mobile catering unit in Rhossili car park has been REFUSED.
Appeal on land off School Lane has been dismissed by the Planning Inspectorate.
Letter from Mr & Mrs O Brien, owners of Talgarths Well wishing to dispel the myths about the garage, for which an appeal date has been set in November. 
Rose Cottage:  SCK said that email from SCC was that enforcement is discretionary.  Planning was not required for garage conversion, glazed roof lights and photo cells and changes to rear will be investigated.  Now are three new vent pipes on roof.  SCK has emailed again, but has not received a reply.

15.  Finance:  Bay Bistro have bought 50 and RB will buy box of 400, SCK wants 100.  ST to invoice.

16.  Correspondence:  Peter Black Lib Dem Surgery poster.  Annual report 2008/09 of the Public Services Ombudsman.  Swansea Rural Development News- issue 1.  21/10/09 visit to the Vale Of Glamorgan Community Liaison Committee at Barry.  RSVP.  Clerk & Councils Direct.  Review of Community Boundaries in CCS – further draft proposals.  BBC offering help with digital switchover.  Shoreline Management Plan – Stakeholder Forum 15th July.  SMP Playgrounds.  Play for Wales newsletter.  Shelter Cymru asking for funds.  Parkers Dutch Bulbs catalogue.
