Minutes of the meeting held on Tuesday 14th November 2006

5.       Matters arising:  none

6.       National Trust: Morgan Rees told RB that he has put silage bags where can be seen as others have been vandalised and straw set on fire.  SJ wrote about policy not to put plaques on benches, so bench that was inscribed and removed will not be replaced.

7.       Footpaths:  NT have been given 100 more footpath leaflets.  Keenmoor lane is now very overgrown and needs to be cut back.  Verges have been cut at Pitton Cross that were encroaching onto the road and branches cut off left behind.    CB said that verges in Pembrokeshire were very well cut and SCC could learn from them.

8.       Highways:  Speed camera sign replaced at bottom of Pitton Hill.  SG phoned RD to say land outside Church Park is unregistered and as an act of goodwill will tarmac it.  Street light at bottom of School Lane is intermittent in working.  RD to phone.

9.       Village Hall:  Starting work on outside and conversion of old kitchen next Monday and dormitory some time in the future.

10.    Public Inquiry into dredging: Decision has been delayed.  Nothing to report.

11.    WA correspondence: Consultation on draft guidance on the clean neighbourhoods and environment act 2005.  Respond by 29/12/06.  Passed to SW.

12.    One Voice Wales: Swansea area bulletin.  Meeting 12/10/06.  Letter from website group re. informal training and discussion evening 21/11/06

13.    Planning applications: 2006/1887 Gower Cottage has been APPROVED.
2005/2475 Foxgloves, 2006/1867 Pitton Cottage, 2006/1955 Rhossili car park have been REFUSED.
2006/2151
Holiday chalet at Pitton Moor Cottage has been recommended for refusal.
2003/1040 Land adjacent to Sunnymead and Mewslade Cottage, Middleton, 2005/0099 & ENF05/0048 Land adjacent to Middleton Hall, Middleton have gone to appeal.  RCC do not need to re-iterate previous comments as will be taken into account.
2006/2235 Pilton Moor Riding Stables, Pitton Cross – Replacement of residential mobile home (application for a certificate of proposed lawful development).  RCC do not object to a replacement caravan on the site but we do object to any larger structure albeit caravan or log cabin erected on the site.
2006/2289 Corner Farm House, Pitton, Rhossili – Replacement of two existing upvc windows on south elevation and one upvc window on west elevation with timber casement windows, single storey rear extension with creation of new doorway and steps into main dwelling, addition of one external gate and a new front door (application for listed building consent)
2006/2291 Corner Farm House, Pitton – Single storey rear extension to main dwelling and external alterations to existing studio for use as ancillary living accommodation.  No objections.
Article 4 direction.  RCC to write to Reena Owen, quoting this example as unacceptable.  Ask SCC to consider altering the Article 4 Direction.  SW suggested speaking to other CCs and ask if they would support this.  Create proposed letter for next meeting and send to other CCs and ask if prepared to send a similar letter or ask if they can all sign ours.  Phrase broadly as temporary structures.  Copy to Edwina Hart and Martin Caton.

14.    Matters relating to clerk: Deferred until next meeting.

15.    Village Green: 10 years ago, we displayed a sign on the former Vanguard bus garage, to say that we were trying to find owner.  Penrice and no other owners came forward.  Land remains unregistered.  RCC cleared, seeded and cut grass for 12 months.  Planted blackthorns, asked SCC to cut grass.  Penrice said that it was sold to Vanguard Bus Company.  Deeds may have been lost over the years.  Edward Harris suggested that RCC should consider putting up a sign to say that we are staking a claim on it.  If you maintain and limit access for 10 years and nobody stakes a claim, can claim adverse possession.  Site visit to be arranged to coincide with planning visits. 

16.    Newsletter:  ST article on broadband.  CB diary.  RCC roundup.  DT Wednesday Club.  Village Hall report.  Youth Club.  Coastwatch.  Council elections.  To PV within 7 days.

17.    Council elections: Letter received for position of Councillor.  Post to be re-advertised in newsletter.

18.    Finance:  Nothing to report.

19.    Correspondence:  Invitation to to attend CC’s buffet evening on 30/11/06. RSVP 20/11/06.  RSVP 10/11/06.  Commons Commissioners re. letter dated 11/09/06 about commons hearings which did not affect us.  Moving Forward – SCC’s improvement plan 2006/07.  Clerk & councils direct.  Countryside Alliance asking for help to save local post offices.  Annual report from the Local Health Board on CD.  Life begins at 50+ 15/11/06.  Lib Dem surgeries poster.  Christmas Evening – proceeds to Lord Mayor’s fund – tickets £7.  06/12/06.Macmillan Cancer support, British Heart Foundation Wales, Children’s Therapy Centre Wales – all asking for donations. Wicksteed leisure catalogue.  SMP playgrounds seminar.  Matta playground products.

20.    Items for the next meeting:  Article 4 direction, contribution to village hall plaque, Vanguard Bus Station.  AMJ gave apologies.
