Minutes of the meeting held on Tuesday 15th January 2008 

 

1.      Attendance: Rob Dyer (RD) (Chair), Steve Walmsley (SW) (Vice Chair), Anne Morse-Jones (AMJ), Christopher Beynon (CB), Nicola Rees (NR), Selina Taylor (ST) (Clerk)
2.      Apologies:  Roger Button (RB), Sally Beynon (SB)
3.      Declaration of interests: 
4.      Minutes of the last meeting: expand re. comment on website in Highways section to explain more fully.
5.      Matters arising:  Still no reply from Brisco.  Phone and ask if any limitations.  Order 2 skips.
6.      Gower AONB warden: Phoned to say that he was sorry that he missed the last meeting.  ST emailed him this morning and warned him about the flooding.  Sends apologies, was going to come tonight but his house is without electricity because of rain damage so needs to get that sorted.  Deferred to next meeting.
7.      National Trust: SJ asked for a map as to where the wall is dangerous.  Latest edition of Peninsula newsletter.  Letter to SJ saying matter well overdue and needs prompt attention.  Since we have brought it to your attention, if there is an accident, you will be liable.  Mention catch on 2nd gate onto beach needs to replaced.
8.      Footpaths: AMJ mentioned 3rd stile on the footpath to Fall Bay still needs attention.  1st stile at entrance to 1st field, 2nd stile is at entrance to 2nd field and 3rd stile is one with gate usually open.
9.      Highways:  All issues for Highways have been given a job number now.  John Davies has emailed Veolia to remind them that they haven’t replied to us about the bus cancellations and has told them about the complaint re. school buses. Re. second cut on hedges in dangerous areas, Paul Garner from Parks’ Dept. has now passed on our highlighted areas to the Highways, in order to seek enforcement with the landowners or get permission to cut and will let us know when he hears any more.
AMJ said bins by toilets adjacent to NT shop in the car park are not being emptied and haven’t been emptied for at least a month.  Letter to James Beynon asking him to rebuild wall.  We understand that you may have some responsibility for the repair of the wall which was damaged when the power cables were put into the building site.  We would be grateful if you could take steps to remedy the situation.  RD spoken to Highways today and asked to come and look, but too many calls today.  Will meet RD tomorrow and RD will look at 3 drains and drain by Newton Lodge.
10.   Village Hall & car park: Letter sent to Swinnertons re. agreement to replace wall.  Panto was successful.
11.   Bus Service Cancellations: See Highways above
12.   Rhossili Noticeboard:  ST has written accepting the quote.
13.   Reed Beds: Nothing to report.
14.   Postal Service: Still waiting for address for Andy Parvin in Swansea.  Letter from Mike Evans to say that the mail is not late and that they are starting later becuae of the time loss incurred by the EU law of the speed limit of 56mph for all vehicvles over 7 tons..
15.   PACT – Partnerships and Communities Together – Mike Williams phoned to publicise this meeting for South Gower on Monday 21st January, 7pm in Reynoldston Hall.  Anyone can attend.  RD hopes to attend.

17.   One Voice Wales: Training seminar 18/02/08 and Youth council event 05/04/08
18.   Planning applications: SCC Householder Design Guide for comment by 22/02/08 – passed to SW
2007/1820 has been APPROVED
2007/2605 Field 0050, Eastmoor Farm, Rhossili – RCC no objections
19.   Finance:  SW said that the cheque donation for the Panto was not issued so will need to speak to Helen Griffiths.  Community Council Elections 01/05/08 suggestion to set aside £1000 for elections.  Payment requisition – passed to SW.  RD asked Councillors to look around and suggest something that we could do for the community.
20.   Correspondence:   Review of community boundaries in SCC -  reply by 18/03/08 – flyer for all to take home.  Community Councils Forum minutes from 13/11/07, next meeting 04/03/08.  Ombudsman complaints handling seminar 21/02/08.  Clerk & councils direct.  Draft Health, Social Care and Well-being Strategy 2008-11.  Street furniture from Furnitubes.  Introduction to SCRAP.  Consultation on the Draft Regional Technical Statement – respond by 31/01/08.  Commons Commissioners re. land not in Rhossili. British Heart Foundation asking for funds.  Surgery posters for Edwina and Martin.  Letter from St Mary’s Church asking for contribution to maintaining the Churchyard.  RCC agreed £100.
