TheMinutes of the meeting held on Tuesday 18th April 2006

1.       Apologies:             Steve Walmsley (SW) (Vice Chair), Pauline Bevan (PB)

2.       Declaration of interests:  RD 2006/0666 Broadpark

3.       Minutes of the last meeting: Approved

4.       Matters arising: Hole in wall outside Middleton Hall.  ST spoke to James Beynon who is in the process of sorting it out.  Licensing – letter to ask for consultation.  Newsletter. 

5.       National Trust: GH wrote to NT re. Shooting on NT property – response unknown. AMJ mentioned that a caravan in field by Fall Bay Cottage.   ST letter to SJ.  Letter from Sian Musgrave to say that only temporary repairs will be made to beach path at Rhossili until they can find an appropriate long-term solution agreed with CADW.  NT newsletter.

6.       Footpaths:  ST now has possession of all F/P leaflets.  In total there are 1590 left.  ST gave cheque for £17.50 for 20 (ST) and 50 (Scurlage shop)  RB owes for 100.  NT have paid yet?

7.       Highways:  ST spoke to residents in School Lane re. Water running down road School Lane.  Problem has now been fixed.  Also leak at Glanymor.  Dwr Cymru aware.  3 inches of silt obliterating drain in School Lane below Brook Cottage and one by bus shelter outside Jessamine Farm.  Letter to Highways asking for clearance.  

8.       Village Hall: AGM on Thursday 27th April.  RCC written in support of WA grant application.  Application for 90K towards meeting rooms and new kitchen etc. which was turned down as another application had priority because had had letters of support, so with more support and resubmit application may be successful.

9.       Police meeting on Gower: Meeting went ahead on 28th March.  Minutes being checked by MW before circulation in the newsletter.

10.    Public Inquiry into dredging: ST could not make pre-inquiry meeting.  GH attended in place.  Planning Inspectorate sent a copy of the notes from the meeting.  Letter from the Gower Society re. Coalition and asking for financial support and poster to display.  Also information that RCC sent in to   PI has been forwarded to coalition.  Not too late to make a representation.  Decision adjourned until Treasurer present.

11.    AGM: 27th April 2006.  SB agreed to do a presentation.  RD to do update.

12.    WA correspondence: Economic Regeneration Strategy from SCC to comment by 21st April – passed to RB, but not at the meeting.  RD to speak to RB tomorrow.  For information - Risk Reduction Planning (RRP) Guidance for the Fire and Rescue Authorities – Wales a Safer Country.

13.    One Voice Wales: Important changes from Local Government Ombudsman.  Letter from LA re. Disposal of funds – passed to OVW.

14.    Oil in the stream in Middleton:  ST reported to Environment Agency and JT reported to SCC over a fortnight ago.  Steam that runs to Broad Hay has stopped going there.  DL raised problem of debris falling in stream.  Is it owned by Penrice and ask for it to be maintained?  Concern that it could block and cause.  Lane a water course on PE land.  Concern I village that blockage could occur that might result in flood damage.  RCC would be grateful if steps could be taken to clear the water course.  Mention oil in stream. 

15.    Planning applications: 2006/0308 Pitton Cross shop and 2005/2260 Middleton Hall, 2005/2478 Pilton Moor Stables APPROVED.
2003/1040 Sunnymeade Bungalow REFUSED
Letter from Jo Tucker Pitton Cross re. Caravans sited on land in breach of planning.  Re. Letter was raised at last RCC meeting.  RCC has no knowledge of any complaint that has been made in respect of your caravans, we must assume therefore that a complaint has been made by an individual in a private capacity.
2006/0648 Outdoor Pursuits Centre – RCC no objections
2006/0666 Broadpark - We note that the application and the plans relate to the building as a ‘garage, workshop & ancilliary accommodation to the main building’ and we would like to reiterate that we raise no objections to this application based on this usage only.
2006/0750 Caravan club at Pitton Cross – RCC no objections

16.    Finance:  Insurance £268.80.  RCC agreed pass to SW.

17.    Correspondence:  Gower Society newsletter.  Invitations to chair and clerk to inaugurqation of Lord Mayor.  Letter from Eisteddfod group asking for funds & WAA plea for funds - postpone until SW present. 
Swansea College re. Meeting re. Adult Learning.  Glasdon products.  SMP playgrounds.  NS artificial grass.  50th anniversary AONB Robert Latham mobile display passed to Hall – all passed to Hall Committee. 
Invitation for Chair re. St John fundraising – passed to RD.  Imagemakers newsletter.  SCVS bulletin April 2006.  Safer Swansea Partnership.  Welsh eduction Scheme 2006-11 consultation draft – na.  Consultataion launch on future shae of health services in Swansea – 13/04/06.  Swansea in bloom – na – remove from list.
