Minutes of the meeting held on Tuesday 30th August 2005

1.       Declaration of interests.  None\\
2.       Minutes of the last meeting: Approved with minor alteration to point 9.  “is to” changed to “may”
3.       Matters arising: A number of complaints have been made with regard to lack of consideration of the Pulman’s coaches drivers.  ST to write.  Email from Cllr. Holley re. outstanding issues with SCC – is looking into the Highways issues.  AMJ reported that the disabled toilet is always locked and the key kept in the NT shop.  What happens when NT shut?  ST to write to SCC asking what their policy is and why it is locked.
Bin at the bottom of
School Lane has overflowed all Summer.  ST to write to Highways and Env. Health asking for the provision of a larger bin at School Lane and one outside the Village Hall.  RB reported on the Council’s hedge cutting, said that SCC agreed that it had not been done satisfactorily, but that it was all that they could do within their budget.
DT mentioned problem with drains outside Village Hall.  DT said that GH had said some time ago that Welsh Water were unable to get the magic eye through the drain.  Letter to Welsh Water; concerned that may be a collapsed drain on the main road adjacent to the hall and if they would be willing to meet with local reps.  Local residents already experiencing some problems.   Include DT and RD phone numbers.
4.       National Trust.  Email from SM in reply to letter re. path to Fall Bay.  NT are looking into the matter and will come back to us.  RCC awaiting payment of £25 advert and 50 footpath maps.
5.       Footpaths.   Maps: Scurlage Shop bought 20 - £5 paid
RD reported that SDF Grant will be for the next print run.  Awaiting payment from Mrs Smale (50), Worms Head Hotel (50) and RB (100, also £25 advert and 50 from NT.  No invoice from printers as yet.
6.       Newsletter. Photocopying charges to be paid.  Few complaints received re. insensitivity of article at the back of the newsletter.  RD proposed that from now on, Chairman proof reads the newsletter prior to printing.
7.       Welsh Assembly Consultations.  Proposed amendments to the Standards Committee (Wales) Regulations 2001 (by 25/10/05) – no action.  Our environment – Our Future – Your Views: A Consultation on an Environmental Strategy for Wales (by 03/10/05) passed to SW.  Draft National Service Framework for Older People in Wales – no action.
8.       Water leak in Pitton.  Paul Kirk has requested that we make investigations into the water that is flowing past his house as it is causing the road to break up.  ST to ask PK if he has spoken to Welsh Water and Land owner in the first instance. 
9.       Planning applications. Copy of letter Paul Kirk sent to SCC re. Talgarths Well.
Letter from SCC 2005/0687 Bellendaine Middleton has been REFUSED
2005/1697 Outdoor Pursuits Centre, Middleton – reconstruction of single storey toilet and shower block – RCC no objections
2005/1761 Newton Lodge – Construction of barn – RCC no objections to plans as drawn, but recommend that it is coloured green to blend with the surroundings.
SCC Deposit Draft Unitary Development Plan – passed to SW.  A second portable animal shelter has appeared at Broadpark.
10.    Finance.  Confirmation of payment of precept received and passed to SW.  Olive Beynon cannot audit the accounts this year and SW suggested asking Jeff Higgins.  RCC agreed.
11.    Correspondence.    Environment Agency for Wales – consultation re. The Tawe, Loughor and Gower Catchment Abstraction Management Strategy (CAMS) – passed to RD.  Draft Strategy for Swansea’s Natural Environment from SCC – passed to SW.  Local Works – Campaign for the Sustainable Communities Bill.
