MINUTES of a meeting held on the 1st of June 2009 at the Recreational Hall

 

PRESENT  Mr. R.Oliver ( Chairman ), Messrs V.Ley,  J.Baiss and T.Porter , Cllr. P. Hood-Williams ,Mrs. J.Williams  and Mr.K.Evans ( Clerk).

 

APOLOGIES  FOR  ABSENCE from Mrs. S. Phillips and Mr. C. Mowbray

 

MEMBERSHIP Cllr. Hood-Williams confirmed that Ms. Birch was no longer qualified and accordingly it was resolved to duly advertise the vacancy.

THE MINUTES of the previously month’s meeting having been previously circulated were approved as a true record and signed by the Chairman

 

MATTERS  ARISING

The Clerk advised that Uplands RFC and Swansea College were in discussion about a proposal for use of the field. When put forward, this would be considered by Hall Management Committee.

 

SWANSEA  COUNCIL  MATTERS

Cllr. Hood-Williams reported that he had organised a drop kerb at the end of the pathway in Fairwood Lane, improving wheelchair and pram access. He also advised that a speed survey had been undertaken on Gower Road.  The Clerk said that he had received a letter from Swansea Council stating the ponding on Fairwood Lane would be monitored and that potholes had been filled in Summerland Park. Mr. Morris mentioned a van parking on Gower Road near

Fairwood Lane
was causing difficulty in accessing the main road, but it was considered this was not an issue for the Council.

 

HALL  MANAGEMENT

The Clerk had received a phone call from BT offering a reduced rental for the payphone, or to sell this to the Council. It was decided there was insufficient need for the payphone to justify any expenditure, and the Clerk was instructed to request its removal. It was agreed that there was no objection to Cila School pupils playing cricket on the play area this summer. It was noted that installation of the new boiler was not anticipated before August and that a maintenance agreement for the alarm had been signed at a cost of £180 for this year.

 

PLANNING

Cllr. Hood-Williams left the meeting.

Applications were considered for a replacement conservatory and addition of a pitched roof at 104 Summerland Park and a single storey side extension at no 28. Both were supported as improvements not adversely affecting neighbours. Mr. Baiss declared a personal interest as a neighbour of no 28.

Cllr. Hood-Williams returned at this point. A Swansea Council consultation on Draft Planning Obligations was noted, and Cllr. Hood-Williams explained the intention was to tighten up the policy on planning gain. Provision of affordable housing was supported as appropriate for substantial developments, but there were no detailed comments that would be submitted.

 

FINANCES

The Clerk advised that Norris & Fisher Insurance Brokers had provided a quotation from Ansvar Insurance that was substantially less than that from Allianz. Both the Brokers and Ansvar were accredited, and it was resolved to take up this insurance and to include playground equipment.

The Clerk mentioned a consultation upon audit regulations, but the proposals related to larger authorities. The Clerk would respond on a personal basis in respect of time limits for signing off accounts, which he felt should remain unchanged.

 

SWINE  FLU

Cllr. Hood-Williams advised that Swansea Council were putting plans in place to react to the predicted pandemic. At community level, the Clerk would maintain a list of any who gave their details as volunteers to drive for or otherwise assist those who might be infected.

 

 

 

 

ANY  OTHER  BUSINESS

 

1.     Mr. Morris said there was a problem with vandalism in Fairwood Lane by teenagers on motor bikes. Mr. Purnell, from the floor, said this was a frequent occurrence around the Hall, and the Police Community Support Officers were aware. Any  instances should be reported to the Police on 456999, or even 999 if sufficiently serious, but Cllr. Hood-Williams reminded the meeting of other pressures upon police resources.

2.     It was noted that a swing in the play area needed inspection.

3.     Cllr. Hood-Williams would report on the One Voice Wales Annual Conference

4.     The Chairman would review the Mid and West Wales Fire Authority Draft Annual Action Plan and Strategic Plan.
