MINUTES  of a meeting held at The Recreational Hall on the 2nd day of July 2007
PRESENT. Messrs. J. Baiss., P. Hood-Williams and W.Morris , Mrs.B. Talbot, J.Williams and S. Phillips,and Mr. R.K.Evans ( Clerk ). In the absence of Mr. Oliver, the Chair was taken by Mrs. S.Phillips

 THE  MINUTES   of the previous monthly meeting were approved as a true record and signed by the Chair.

 

MATTERS  ARISING
It was noted that the speed cameras remained erratic in operation. Cllr Hood-Williams will check this further.
Cllr.Hood-Williams reported upon a public meeting concerning the Three Crosses surgery. The Local Health Board had noted views expressed, and were likely to extend the Practice for two months, but questions remained over its viability. However if the surgery were to continue, then a pharmacy could be possible for the location, as well. Llanrhidian Community Council were supporting the surgery, and the Clerk advised that the Local health Board had acknowledged the Council’s own letter of support.

 

HALL  MANAGEMENT
It was noted that playground repairs were complete, and an inspection by Wickstead booked, and the play area likely to reopen shortly. Mrs Talbot questioned the quality of wood utilized for repairs, and the Chair advised that Mr Oliver would consider taking this up with the contractors. She also advised that she had attempted to ring the Police to request an increased presence in view of recent vandalism. It was agreed that this would be welcome if it were possible, and the Caretaker could advise upon the best times for officers to attend.
It was noted that advice had been received from Whitecross & Son that to replace the main boiler now would be an unnecessary expense, and it was resolved to seek quotations for a condensing high efficiency boiler for hot water. It was also agreed that the Caretaker should order necessary hall supplies, subject to monitoring by the Council, and that the first aid box  be replenished and a bilingual no smoking sign purchased. The Clerk reported that he had contacted the Health and Safety Executive about radiator pipes, and been advised there was no regulation requiring these to be boxed in, but a risk assessment should be carried out in all cases. It was observed that there had been no reported instance of injury caused by contact with the Hall’s pipes.

 

SWANSEA COUNCIL  MATTERS.
It was noted that part of Hen Parc Lane had to be refurbished, and Mrs Talbot said that if funds were available work was needed on the pavement at the upper part of
Gower Road
. The next Community Council’s forum would be held on July 3rd. The hanging baskets were now in position, and it was considered they looked attractive, although the Clerk was instructed to request the very first one be raised, as it was partly obscured by a road sign.

 

PLANNING
It was noted that Swansea Council had granted permission for the proposed single storey rear extension at 599 Gower Road.

ANY  OTHER  BUSINESS
1.     It was noted that the Gardening Club had an estimate for building work for the store in the region of £2500 which it would cover. It was hoped that work would start after the school holidays.
2.     Cllr Hood-Williams would be attending the forthcoming One Voice Wales AGM on behalf of Llanrhidian
3.     An anonymous letter had been received complaining of the activity at Wern Fawr Farm and alleged excessive user of the access lane by heavy vehicles. The letter was discussed, and concerns were expressed that mud had been deposited on Gower Road by vehicles that had come from the farm. The Clerk was instructed to write to the Tenant Farmer to suggest safeguards be put in place to try and prevent such deposits of mud in the future.
4.     It was noted that car parking on the Gower Road bend above the School was causing difficulty. Cllr Hood-Wlliams would report in September upon whether yellow lines were a possibility at this location.
There being no further business, the meeting was closed.
