MINUTES  of a meeting held at The Recreational Hall on the 3rd day of July 2006
PRESENT. Mr. R. Oliver  ( Chairman ), Messrs. W.Morris, P. Hood-Williams and J. Baiss , Mrs. J.Williams, S.Phillips and L. Holmes and Mr. R.K.Evans ( Clerk ).
APOLOGIES  FOR  ABSENCE Mrs J. Birch and B.Talbot.
 THE  MINUTES   of the previous monthly meeting were approved as a true record and signed by the Chairman.

 

HEN 
PARC  LANE

Five local residents attended, and it was agreed that they could address the meeting. Mrs. Prenzer of 36 Hen Parc Lane said that the stream at the rear of the Lane runs open until the boundary of 34 and 36 and is culverted at this point. The culvert opening has no grid, and from time to time blockages result, causing flooding to her property. The cost of clearing is a minimum of £150. It was also suggested by those attending that there was a washing machine in a house in Edgemoor Close which was plumbed to discharge into the stream. Swansea Council had apparently looked into this before, but with what outcome it was not known. Mr. Hood-Williams said he would investigate further the ownership of the stream and culvert. It was resolved that the Clerk write to Swansea Council advising of the possible unauthorised discharge into the watercourse which could cause pollution.

 

MATTERS  ARISING from the June meeting
1.     The hanging baskets are now in position
2.     Various members of the Council, and also the Caretaker, had undertaken signifigant litter picking
3.     It was noted that a final decision was not yet made upon closure of Fairwood Hospital; there would be a further month’s consultation.

 

SWANSEA  COUNCIL  MATTERS
Mr Hood-Williams reported that works were proceeding upon Gower Road, including pavement widening. New speeding signs seem to be working properly, and traffic travelling more slowly, apart from late at night. A letter from the Swansea Environment Centre was noted, and there followed a discussion of recycling issues. It was agreed to write to Swansea Council to enquire if there could be provided on Community Council land a facility for depositing plastics and cardboard for recycling, as there is no Swansea Council collection of these items. It was also agreed to accept an offer by a member of the Environment Centre to address the Council.

 

HALL  MANAGEMENT
The Chairman said that youngsters had been reported as drinking on the roof of the Hall. Quotations were awaited for works on the Hall generally, and these might include erection of a barrier to try to prevent this. Also the vent for the boiler has been declared inadequate, and a quote for rectifying has been sought. John Weaver Ltd have attended a meeting to discuss works and costs generally. Wickstead Ltd. have inspected the Play area, and all items save one are said to need refurbishment or repair, although no items are a clear and present danger. The equipment generally shows signs of wear ranging from light to extensive, and the swings need repositioning because of new regulations. Estimates had been requested from Wickstead. The Clerk said he had received no response from Mr. Clive Knox in respect of help from the Community  Association.
It was noted that the bench by the Pond had been removed for maintenance, and that Swansea Council had completed flailing the verges.
The Clerk said that the Council should consider a separate bank account for specifically Hall matters, in view of its appointment as Trustee of the Hall Charity. However the Charities Commission would not insist upon this, provided the Council considered that there was sufficient control over the charitable aspect of the funds in the existing account. It was agreed there was such control, and a new account would not be needed.

 

PLANNING
At this point Mr. Hood-Williams left. It was resolved to support an application at
634 Gower Road
for a first floor rear extension, as being for an improvement not appearing to adversely affect neighbouring properties.
Mr. Hood-Williams returned.

CHRISTMAS LIGHTS
It was agreed to place this on the agenda for September. In the meantime enquiries would be made as to how the provision of lights in the Killay Shopping Precinct were financed.

 

ANY  OTHER  BUSINESS
Road resurfacing would be due in August, and as this would be near the School, holiday time was considered suitable for this.
