MINUTES  of a meeting held at The Recreational Hall on the 6th day of October 2008

THE  MINUTES   of the previous monthly meeting were approved as a true record and signed by the Chairman.

 

MATTERS  ARISING
Nil

 

SWANSEA COUNCIL  MATTERS.
Cllr. Hood-Williams reported upon the Boundary commission report on wards in the City. The Council’s recommendation that properties on the Ddol Road be transferred to Dunvant had been accepted, but the proposed transfer of Dunvant RFC had been rejected as too complicated, in view on the position of existing ward boundaries.

 

HALL  MANAGEMENT
The Chairman advised that the revised annual payment to the Gower Councils’ website would be £130, and it was agreed that this should be paid. He also produced the Pond Scheme Management Plan which had been adopted in the early 1990’s. Mr Morris said he felt that regular management was now needed, and that insufficient work was being carried out currently. The Chairman said he would draft updates to the Plan for approval, and prepare a list of priority work. He advised that although there would be some voluntary work, there would also need to be work professionally carried out, because of health and safety issues. In the meantime, he advised, Swansea Council had completed the flailing work.
Mr Morris will obtain estimates for work on the hall guttering, and said that the base of the former Gardening Club shed would be shifted.
It was reported that there had been no further instances of parking problems in Fairwood Lane, and that signs were to be prepared prohibiting parking on the unadopted end of the road. Also dredging of the ditch would be attended to when weather permitted.

 

PLANNING
Cllr Hood-Williams left at this point
639 Gower Road – a single storey rear and two storey side extension was supported as an improvement not adversely affecting neighbours
573 Gower Road – Mr Morris expressed a personal interest as a distant relative of the applicant, and Mrs Williams as living across the road. It was resolved to oppose this application for a single storey detached annexe as undesirable in garden development, but to suggest to that if granted a condition be added that the annexe be retained as ancillary to the main dwelling.
From the floor it was mentioned that substantial work was being carried out at 33 Hen Parc Lane, and Mr Ley agreed to check the planning permission and its date. It was noted that the recent application at 2 Edgemore Drive had been refused.
Cllr Hood-Williams now returned.

ANY  OTHER  BUSINESS                                              
·       Mr Morris mentioned that there had been thefts of fire extinguishers, and from the Gardening Club room. The Police had been advised, and it appears that youngsters were involved. The extinguishers would be replaced as necessary, and the door to the Gardening Club was to be strengthened.
·       Mr Ley mentioned problems caused by off road motor bikes in local wooded amenity areas. Mr. Morris mentioned that bikes had also been seen on the Council’s land. Cllr Hood-Williams advised that the Police were aware of this issue.
·       Cllr Hood Williams reported on the latest Community Councils’ Forum. The Local Health Board, were, he said, preparing a plan to deal with a potential flu pandemic. The Singleton casualty unit would be manned by doctors from the out of hours practice, on a permanent basis, and this would be monitored over the next few months. Patients should make appointments wherever possible.
·       The Clerk reported that guidance had been received upon the recent Clean Neighbourhoods and Environment Act, dealing primarily with dog control, litter, graffiti and flyposting.
·       Recommendations in the recent safety inspection of the playground would be followed.
·       From the floor, concern was expressed about the footpaths and pavements in Upper Killay, particularly poor maintenance, overgrowth, parking on pavements and poor signage. Cllr Hood-Williams said that the Footpaths Officer of Swansea Council could be approached about these matters, but parking on the pavement ( as opposed to parking restrictions) remained a Police matter.
·       The Chairman will include in the next newsletter the suggestion that a photographic history of the Village be compiled. Mr. Morris suggested such a record could be put on display as part of the exhibition marking the centenary of Cila School in 2010.
There being no further business, the meeting was closed.
The date of the next meeting would be November 3rd 2008
