MINUTES  of a meeting held at The Recreational Hall on the 14th day of May 2007

MATTERS  ARISING
None

 

SWANSEA COUNCIL  MATTERS.
The Chairman said that his advice from Andrew Jones of Swansea Council was that  it was power supply problems  that were causing the continuing difficulties with the speed warning signs on Gower Road. It was mentioned that Swansea Council had in February written to say that ponding on the road  near the Recrational Hall would be rectified. Mrs Phillips mentioned that work was needed on Hen Parc Lane, and on the turning circle at Hen Parc Avenue. Cllr Hood-Williams said he would report this

 

HALL  MANAGEMENT
Mrs Talbot advised that the changing room window had been repaired with plate glass, following a breakage. She also said that the state of the Hall following a recent booking for a musical event was such that the deposit had been forfeited. Further, there was a damaged pipe to be repaired and the kitchen door needs a second lock.. She had encountered difficulty in obtaining estimates for work on the boiler, or alternatively for a new hot water system, and the advice she had received had varied. It was agreed to refer this to a reconstituted Hall Management Committee, and that expert advice should be obtained. Finally she mentioned welcome new bookings of the Hall by dance classes and a GP referral service. The Clerk reported that he had written letters to those households served by Fairwood Lane to enquire if there were any written rights of way. He also said that it appeared that the Council did have authority to lease an area to the Gardening Club, provided that certain requirements of the Charities Act were complied with. He was instructed to discuss the position further with the Club.

 

PLAYGROUND
It was noted that this had been closed as unsafe, in view of outstanding repair work. The Chairman said that he had recently been unable to contact Spencer Environmental, who had contracted to carry out the work, and the Clerk was instructed to write to them accordingly. The annual safety inspection by Wickstead would deferred until the repairs had been carried out. Consideration would be given to utilising materials other than wood, to discourage vandalism. It was also noted that the youth shelter had been subjected to increasing vandalism, and Hall Management Committee would consider whether this should be removed. Further, consideration would be given to installing CCTV around the Hall to discourage vandals.

 

PLANNING
University Playing Fields – temporary festival campsite. It was noted that this would be a major facility over three nights, with associated music.
Cllr Hood-Williams left at this point. It was resolved to oppose this application, on the grounds of impact upon amenity of residents (especially noise), traffic congestion and possible implicatins for local wildlife and farming.
Rear of 678 Gower Road – new bungalow with shared access
Mrs Talbot declared a pecuniary interest as a neighbour and left the meeting. It was resolved to oppose as undesireable in garden development that would be to the detriment of neighbours and involve a loss of their privacy. Despite recent changes to this part of the Village, it was still hoped that the remaining semi rural character of Gower Road, with long gardens, could be retained. Mrs Talbot returned.
599 Gower Road – extension. Support as an improvement not adversely affecting neighbours
Fairwood Park Golf Club- new clubhouse and tourist resort with spa and leisure facilities. Support. Although this would be a substantial development, because of its location, it was felt that there would be no  detrimental visual impact. As there is already a golf course and clubhouse, it was felt that this was an appropriate proposal for the locality and for the economy of the Village. However traffic implications needed to be considered, as there was already a tendency for vehicles using the access from Hen Parc Lane to drive at speed, causing a potential hazard to safety.

It was noted that an application had been made to Swansea Council for rate relief in view of the charitable status of the Recreational; Hall Trust.     

 

ANY  OTHER  BUSINESS
1.     Mr Morris advised that Cila School had received a good report following inspection
2.     The Chairman would make enquiries of Swansea council for a new dog mess bin, in view of fouling near to the play area
3.     The Clerk said that a formal application had been submitted to the Welsh Assembly by Swansea Council for consent to erection upon the Common of the AONB Gateway sign
4.     It was noted there were damage being caused by quad and off road bikes using the Common. Mr Morris would mention this in the School, and if any offences were seen to be committed, then these should be reported to the Police.
