Minutes.         Minutes of the Council meeting held on 27th February 2012, were approved.
                        Minutes of the RFC Meeting, held 16th April 2012, - for information only.
Presentation :-  by Environment Agency of  Wales, “Stop waste on our Landscape”.
                                Mr. H. Osborne and Mr. H. McDonnell of the “Environment Agency of Wales”, give a brief introduction on the presentation, quoted that there were nine local Agencies working together in partnership, Environment Agency of Wales, C & C of Swansea , Swansea University, Natural Trust, National farmers Union, Gower Society and others.  A 15 minute slide show was given showing geological areas of importance on Gower designated AONB and to raise awareness of the growing problem of the dumping illegally of building rubble, soil etc in these areas of Gower, by farmers and local people, using tractor trailers and not putting this waste into licensed skips. Although this waste might be used sensibly on Farm tracks/lanes or in footings, the concern is that it could transfer and spread unwanted plants such as Japanese Knotweed. Leaflets were left with Infor and telephone No’s. It was agreed to put an article in the next Council Newsletter.

Cll’r K Marsh. planning meeting Thurs 30th February.
Mr. I. Shemilt, stated that there were 3 phases, phase 1 was complete. B1004 (land off Kilfield) & B1008 (Barlands common) and WC0004 (Clyne Common) were rejected. Phase 2 & 3 should be completed in 2012.

Cll’r K Marsh, stated this item is ongoing, Clerk to write to Mr. S. Thomas, Highways, C & C of Sw on progress of correcting flooding.  Sign missing at Pwll du Lane. .

Kittle Lane Transport Plan
Cll’r K Marsh, stated that C&C of Sw. Still waiting environment impact assessment on the waste from chickens, ie. Ammonia.    Ultimately, there will be a total of 400,000 birds on site.
Concerns raised on transport route from M4.Still waiting ongoing.

Pedestrian access from Copley Lodge, Murton to Campion Gardens
Cll’r K Marsh, to look at the possibility of  Rural Development Grants, will keep pursuing this item with C&C of Sw.

Land adjacent to the west of Copley Lodge
Confirmation of Mansel green now in ownership of BCC, piece of land in front of properties Napoli and Trelough and up to west of Copley Lodge not included. Mr. J. Moses Council solicitor. written to Boer Wilson & Lloyd who represent Somerset Trust.

Dr Williams complaint Picnic tables, barrels etc. on area outside the Joiners.
Cll’r Marsh, contacted Dr Williams. The area outside the Joiners was not a Village Green, Cll’r Marsh to look at procedure to make a Village Green, also working with the Environment Dept on the concern at Joiners Arms raised by Dr Williams.

Neighbourhood Watch Cash and items to by returned by Mr. Newell
Cll’r Marsh to liaise with Mr. Newell to collect items.
This item to be put in the June “Newsletter” to find out if there is any local interest to resurrect Neighbourhood watch.

Providence lane
The Lane is privately owned.  Providence Management raised concerns at their AGM. Three owners involved.

Cleaner/caretaker retirement
Position advertised in Newsletter and notice boards. 3, applications received one male for Caretaker and Cleaner and two females for Cleaning position. Sub Committee to interview, date to be arranged due to two Councillors on Sub Committee on vacation.

Re-Cycling Containers Murton Car Park.
Council decision to remove all containers due to the ongoing problem of leaving black bags, and other items etc.  Clerk to write to Ms T Flint C&C of Sw. Re-cycling Environment Dept, on progress of the complete removal of containers.

      Jubilee.

Evening entertainment still to be organised. Plough & Harrow to provide bar and Alcohol and Music licence. Clerk requested for St Johns Ambulance attendance for this event and also for the May Day event

Briggs Coaches
Increase notified of daily rate of Coach hire.
Clerk to write to C&C of Sw to Mr. B Gilbert (Transportation) to request to allow BCC put up fares by 10%. Mr. Gilbert replied no problem with Bishopston Community Council increase but does not mean that the Subsidy grant will increase from C& C of Sw who are paid by the Welsh Assy. Cll’r Marsh to update timetable prices.

Lottery Grant
Kitchen update approved and grant money deposited into BCC Bank account.
Clerk requested to get quotes for removal of cupboard in kitchen.
Councillors agreed that we should replace existing units with new Clerk to get quote from Howdens, to totally revamp kitchen. It was requested if a Da Do rail could be put on walls of day room to protect from chair damage, Clerk to arrange.

Community Council Notice Boards
Request for a notice board in Manselfield Rd.
Councillors present stated that a notice board was needed in Bishopston Rd. Clerk to write to Mr. Davies, Joiners Arms for permission to put one on wall by bus stop, Council to cover all costs as well as planning. Notice board also to be located in Manselfield Rd, Cll’r Marsh to enquire about planning for both locations. Notice board in Murton Clinic, requires a coat of paint.

Community Governor
C & C of Swansea, require a representative of new Governor from BCC.
Accounts for approval.
            Approved as scheduled and signed by Chair.
Correspondence / Clerks Report.
C&C of Swansea, notice of Community School Governor, Mrs. S Dunce term of office ending 28th June,    a name and address required of new Governor by C & C of Sw. Mrs. Dunce stated that she would review the position.   AP 01.03.12.
C & C of Swansea, Ms Jane Tinker, Democratic Services Co-coordinator, requires from BCC, arrangements for the Independent Remuneration Of Wales (IRP) how we audit our accounts Clerk to notify, Ms Tinker, that we internally audit its account and externally by Auditors “Mazars”.
Gower Society newsletter,  noted.
One Voice Wales membership, offering half price membership to join £204 as to £408, Councillors present stated that they did not see any benefits, Letter noted.
Mrs. H. Latham, Northlands,  Request for BCC to cut height of trees outside her property on Footpath 6 (trim trail). After a site visit it was agreed that the trees were far enough from her property and not a safety concern, Clerk to write to Mrs. Latham.
