Penrice Community Council comprises of
nine unpaid volunteers, elected every four years by 404 voters
living in the villages of Oxwich, Penrice, Horton and part of
Reynoldston situated on the beautiful Gower Peninsula.
Council meetings are held each month, the
venue alternating between Oxwich and Horton village halls. Members
of the public are welcome to come along. The Council become involved
in any matter which affects their local community. This can range
from environmental issues such as sand dredging, public toilets,
sign posts and Tetra masts to providing benches and maintaining
greens and notice boards.
Regular debates concern planning matters.
Each planning application is looked at from a local perspective
and comments then passed to the City and County of Swansea who
make the final decision.
Some financial support is also given to local
organisations such as the village halls at Oxwich and Horton,
St. Illtyd’s Church, Oxwich and St. Andrew’s Church,
Penrice. The money helps towards the cost of upkeep of the buildings
or equipment needed, and a percentage helps towards children’s
Christmas parties.
It is important that the Council find out
the views of the community it serves. This is why we ask that
if you have any matters you would like the Council to take into
consideration, or any improvement to the environment, you can
contact your local Community councillor whose details are on this
website.

COMMUNITY COUNCIL CHAIRMAN’S REPORT 2010/11
Welcome to Cllr M Williams who joined the Council in October 2010.
The Council is still monitoring the dredging off the Helwick Bank, by keeping this issue on the agenda from time to time. At present the dredging company is considering dredging off the Nobel Bank which may mean that dredging will cease off the Helwick Bank. Councillors are hoping that the sand will then return to the Gower beaches, but are well aware that sand shifts to such a degree, that it is uncertain if the dredging really affects the sand levels. We shall continue to monitor the situation and discuss and query the Welsh Assembly as necessary to ensure that the area is protected as much as possible.
Councillor Richard Lewis was elected Lord Mayor for the year and was given leave by the council to be absent from meetings.
Oxwich and Penrice Community Hall is now finished and open to the public. The Hall Committee secured grants to enable the Hall to be restored to an excellent standard and it is now a pleasure to be there. PCC meetings are now on the third Wednesday of the month and are held at Oxwich and Horton Halls.
Two new notice boards have been purchased this year, one at lower Horton and one at Oxwich Cross that are being used by many in the area as well as the Council.
Caravan rallies still being monitored as are any other planning applications in the area. If you have any concerns then please contact your local Councillor or Clerk. The Council would like to represent the local residents with the responses that are made to the City and County of Swansea Council regarding planning applications.
The Annual fireworks display held on Horton Village Green proved extremely successful. The Council would like to thank Mr Courtney Grove for his huge efforts in organizing this event and ensuring its success.
Annual donations made to the churches in the area and also for the children’s parties at both Horton Village Hall and also Oxwich and Penrice Community Hall.
More sycamore trees were removed from Horton Green. Work is planned to improve access across Horton Burrows and has already commenced. This should allow walkers and pushchairs to access this path easily.
Pot holes are a constant battle and the Council have worked closely with the Highways Department of the City and County of Swansea, who always try and rectify the problem. If there are any concerns the direct number for reporting faults : 0800 132081
PACT meetings have been attended by Councillors throughout the year and are very informative, these are open to the public and well worth attending.
The benches located around the area of Penrice, Oxwich and Horton have all been improved and are now being enjoyed by all. Stiles have also been improved and altered in order to improve access for all.
A Broadband Project has started with the plan of upgrading broadband speeds to properties in Gower. The Council is very supportive of this project and request that all residents get involved in order to bring this to fruition.
The Board of Governors wrote to the Council and asked for support in objecting to the sale of school grounds at Knelston School - QEd 2020 Programme PCC. Members of the public attended a meeting of the Council and this item was discussed by all present. Due to overwhelming community feeling expressed at this meeting, the Council objected to this proposal.
Public paths in the area have undergone a programme of re-routing, the PCC have been involved with the process.
The Horton Village Hall Committee organised a party on the village green to celebrate the Royal Wedding. Oxwich and Penrice Community Hall organised a Tea Party, which was well attended and very successful. Both of these events were a great way to celebrate the wedding as a community.
