Penrice Community Council comprises of
nine unpaid volunteers, elected every four years by 404 voters
living in the villages of Oxwich, Penrice, Horton and part of
Reynoldston situated on the beautiful Gower Peninsula.
Council meetings are held each month, the
venue alternating between Oxwich and Horton village halls. Members
of the public are welcome to come along. The Council become involved
in any matter which affects their local community. This can range
from environmental issues such as sand dredging, public toilets,
sign posts and Tetra masts to providing benches and maintaining
greens and notice boards.
Regular debates concern planning matters.
Each planning application is looked at from a local perspective
and comments then passed to the City and County of Swansea who
make the final decision.
Some financial support is also given to local
organisations such as the village halls at Oxwich and Horton,
St. Illtyd’s Church, Oxwich and St. Andrew’s Church,
Penrice. The money helps towards the cost of upkeep of the buildings
or equipment needed, and a percentage helps towards children’s
Christmas parties.
It is important that the Council find out
the views of the community it serves. This is why we ask that
if you have any matters you would like the Council to take into
consideration, or any improvement to the environment, you can
contact your local Community councillor whose details are on this

COMMUNITY COUNCIL CHAIRMAN’S REPORT 2007/8
Three new Councillors were co-opted
this year, to fill vacancies arising from resignations: Gavin
Roberts, Mike Barnett, and Jill Bowen.
By invitation, some presentations were made
to Councillors and interested community members. These included
Malcolm Ridge, Chairman of the Gower Society highlighting the
work of the society and areas of common interest; Chris Dale of
the City & County of Swansea talking about footpaths (including
the designation of the round Wales Coastal Footpath); and Ceri
Fitzpatrick and Keith Woodruff of BT discussing Broadband problems,
and flagging the coming of 21CN.
The Commons Registration Hearing was held
over a few days in the Guildhall. The Chairman of Penrice Community
Council had to make a presentation to the Inspector, claiming
that Horton Village Green should be registered as a village green
rather than as common land in order to give the area a greater
level of protection. The result is still to be announced.
The Chairman also represented Penrice Community
Council at various functions, such as the Lord Mayor’s Reception
and the Lord Mayor’s Carol Service, the opening of the New
Swansea Civic Centre and Library, and the launch of the new Leisure
Centre (along with Councillors Roberts and Barnett).
Councillors Davies, Oliver and Glass attended
a seminar arranged for all the local community and town councils
to present changes proposed to the planning system. The changes
will allow more time for consultation of residents’S views
and concerns if any, prior to the decision being made by the Local
Authority.
The precept was not increased for the year.
Payments were made to the churches in Oxwich, Penrice, and Horton,
and to Horton Village Hall and Oxwich Youth Hall towards their
Christmas Children’s Parties.
The main item of discussion during this year
was Greenways Caravan Park, and the perception locally that it
is expanding without planning consent. Whilst maintaining dialogue
with the operators of the site, Penrice Community Council has
been endeavouring to work with concerned local residents to ensure
that the City and County Council are performing their functions.
Councillor Roberts added a page to the Gower
Community Councils’ Website relating to the sand dredging
from the Helwick Bank, and the continuing local concern that this
is contributing to the erosion of local beaches.
Horton was able to hold a firework display
on the village green as the issue of insurance cover has been
resolved. This proved a very successful evening and was enjoyed
by many.
The notice-boards are in the process of being
changed to a more robust maintenance-free design, as they wear
out. Information leaflets were produced and distributed, in an
attempt to seek more interaction with the local community.
