Penrice Community Council comprises of
nine unpaid volunteers, elected every four years by 404 voters
living in the villages of Oxwich, Penrice, Horton and part of
Reynoldston situated on the beautiful Gower Peninsula.
Council meetings are held each month, the
venue alternating between Oxwich and Horton village halls. Members
of the public are welcome to come along. The Council become involved
in any matter which affects their local community. This can range
from environmental issues such as sand dredging, public toilets,
sign posts and Tetra masts to providing benches and maintaining
greens and notice boards.
Regular debates concern planning matters.
Each planning application is looked at from a local perspective
and comments then passed to the City and County of Swansea who
make the final decision.
Some financial support is also given to local
organisations such as the village halls at Oxwich and Horton,
St. Illtyd’s Church, Oxwich and St. Andrew’s Church,
Penrice. The money helps towards the cost of upkeep of the buildings
or equipment needed, and a percentage helps towards children’s
Christmas parties.
It is important that the Council find out
the views of the community it serves. This is why we ask that
if you have any matters you would like the Council to take into
consideration, or any improvement to the environment, you can
contact your local Community councillor whose details are on this

COMMUNITY COUNCIL CHAIRMAN’S REPORT 2008/9
Welcome to new Councillors R Lewis and A Lewis.
Dredging and erosion of Gower Beaches and the possible link with dredging has been debated for several years. A meeting of Port Eynon Community Council attended by Penrice Community Councillors further extended this debate in January of this year. 1 million tonnes of sand are to be dredged, 150,000 tonnes per year. The Penrice Community Council continue to ask questions regarding this topic. Contact has been made with Jane Davidson and is still ongoing, the latest news is that The Welsh Assembly Government have declined to extend dredging on the Nash Bank after the existing licence has expired, we must work to ensure pressure is applied to stop dredging on the Helwick Bank.
Councillors have attended various training sessions organized by One Voice Wales in order that they can give the best service to the community possible. Councillor Jill Bowen has represented the Council at many One Voice Wales Area Meetings..

Greenways
September 08 – Greenways application for 51 log cabins was considered by Penrice Community Council and deemed to be inappropriate for the surrounding area.
An Enforcement notice was served by The City and County of Swansea for a claim of established for Touring caravans sited at Greenways Leisure Park. Mr Mead the owner of Greenways appealed and a hearing was attended by residents and Vice-Chairman Jill Bowen
The Planning Inspector upheld the enforcement notice. Penrice Community Council minutes and members of the public who spoke at the hearing were relied on and information provided from these sources amongst others assisted the Planning Inspector in reaching his decision.
Following this further contacts have been made with The City and County of Swansea’s Planning Department, Enforcement Section so that information can be shared to ensure consistent regulation.
Caravan Rallies in Gower as a whole are being monitored by Penrice Community Council and other local Community Council’s who are all working with the help of the Gower Society who supplied a spread sheet of the applications for caravan rallies in the Gower area with details of those approved and rejected and the numbers involved.
A meeting was held in November 08 with Chris Dale of The City and County of Swansea Council at Craig-y- Don to try and solve the surface water problem at Horton. This was a successful meeting that has been translated into action that should go some way to solving the problem.
Horton Village Green – Annual Fireworks Display very successful largely due the work put in by Courtney Grove and supported by the sub committee, M Barnett, A Oliver and G Roberts

St Andrews Church, Horton Methodist Church, Horton Village Hall, Oxwich & Penrice Youth Hall, St Illtyds Church.
Oxwich Youth Hall suffered flooding in the very cold weather due to a burst pipe, and had to close. The Penrice Community Council supported the committee through meetings with the Clerk to ensure that the Hall was aware of possible grant funding that was available to them. The Committee attended the Council’s meeting in March and reported that they were expecting to obtain a substantial amount from the Sustainable Development Fund amongst others and requested the support of the Council to cover the electrical work in the Hall. The Council has responded following a presentation by the Hall Committee with a donation of £3740.
The Decision of the Commons Commissioner was received in December 2008. The Council had represented the community at the hearing held in June 2008. Horton Green status - The Council is now considering whether to apply to have Horton Green designated as a Village Green.
This council adopted the new code of conduct at the May AGM.
