Minutes of the ordinary meeting held on Tuesday 1st July 2008 1. Attendance: Steve Walmsley (SW) (Chair), Anne Morse-Jones (AMJ) (Vice Chair), Roger Button (RB), Sally Thomas (ST2), Nicola Rees (NR), Steve Campbell Kelly (SCK), Selina Taylor (ST) (Clerk) 2. Apologies: none. SW welcomed SCK as a new Councillor and asked what information could be provided to him that would be useful. 3. Declaration of interests: none 4. Minutes of the last meeting: approved as correct 5. Matters arising: Council elections, SW said we are one member short and need to think about co-opting someone in the future. 6. National Trust: SJ emailed to say she would have liked a “steer” re. the proposed barn. Wall has now been mended by John Beynon. AMJ said it was a very good job. NR wanted to know what the NT are going to do about the Ragwort at Pitton Cross. It is the worse it has been in 10 years. She is worried that the wind will blow the seeds about into neighbouring fields. Letter to NT saying concerns about amount of Ragwort at Pitton Cross Common, we would appreciate your swiftest action. 7. Footpaths: NCI have been given 100 leaflets. Invoice for £25 has been issued. Proposed diversion of footpaths 30, 31, 33. and 38. RCC have no objection to these proposals. Ask SP for new definitive footpath plan. AMJ said that The Gower Way is almost impassable at Talgarths Well à Bunkers Hill. FP11 still very overgrown. 8. Highways: ST2 mentioned that the local buses are still speeding and cutting corners. AMJ said there is new supervisor and buses are only allocated in the morning, also contract up soon and may go back to First Cymru. RB said that the hedgerows still look as though they haven’t been cut, although they were cut a month ago. Main problem going up Pitton Hill. RD suggested that RB mention it to the landowner. Keep an eye on it. NR to find out when cutting is allowed from CCW. ST to look out for road sweeper. 30mph missing in School Lane opposite High Priest, lying in the grass. Remind about signs entering Pitton down Pitton Hill as entering Tourist Season. 1. Village Hall & car park: Drainage work going on in the garden. Made about £15K this year. Up for sustainability award from SCC. Price will be put up in 2009 to £18 per head. 2. Refuse being left out overnight: AMJ said Windsor Cottage left a terrible mess. It was picked up, but how can we tackle this long term. AMJ to keep an eye on it. 3. WA correspondence: Reviews of electoral arrangements – comments by 19/09/08, passed to SCK. Consultation on future of local speed limits on Welsh Roads – comments by 29/08/08 passed to AMJ. Local Government Partnership Scheme and the Local Government Partnership Scheme Report 2006-2007 – for information. 4. One Voice Wales: Launch of the National Training Programme for Community and Town Councils in Wales, Thu 24th July Pennard. Any reps? Also want to know what training we require. 5. Newsletter: SW suggested that we reduce the newsletters down to one a year. Ask if public want to receive newsletter via email. Start to think about it in September. 6. Planning applications: 2008/0616 Rosslyn has been APPROVED. 2008/1234 Field 2920, Pitton Cross Caravan Park – no comments 2008/1304 Greystones, Pitton – no comments 7. Finance: NCI have been given 100 leaflets. Invoice for £25 has been issued. Insurance £279.56 due immediately. Papers had been sent to GH in error and ST was away when GH re-delivered. ST phoned Allianz and they are sending new papers to ST but need cheque as overdue. RCC agreed to pay, proposed SW, 2nd AMJ. £1.5 in bank. ST mentioned that we only have about 400 leaflets left. What do we do now? SW going to revisit the financial side of the footpath map. SW said that RCC need to decide how much to pay the clerk and how to pay it. RCC agreed to pay Clerk £1K for financial year to 31/03/09. 4 payments paid in advance, April, Aug, Nov, Feb. Pay scales will be reviewed in March. March meeting becomes a financial planning meeting. 8. Correspondence: Regional one day conference for the Society of Local Council Clerks. Also 34th National Conference. Booklet All about Town and Community Councils” to be put on public display. Booklets entitled “How to complain that a local authority member has broken the code of conduct”.
