Minutes of the meeting held on Tuesday 12th January 2010

5. Matters arising: CK said that Lee Hague’s address is c/o Port Talbot Coastguard Station
6. National Trust: none
7. Footpaths: Copy of the Order and Notice of its making for the proposed extinguishment of FP 20.
8. Highways: Email from Melanie Williams about flooding at Margam. ST told her that we have written and that she should also lodge a complaint as a resident. Re. buses John Davies replied to say “As before, I am in no position to verify these claims so have passed your complaint on to Veolia. Veolia have had a recent management upheaval so contact has been difficult. I have spoken to Roger Thornton (a former Pullman manager) to try and get to the bottom of this. Last autumn, I had a meeting with the then MD Charles Lewis and had a full and very frank discussion on service quality failings with a promise to improve things; then he went shortly after (back to square one!). Direct contact is your best policy. Veolia\'s general manager at Penclawdd is Steve Watkins steve.watkins@veolia-transport.co.uk 01792 851569. May I suggest any future instances are reported direct to him to get immediate action”. RCC decided to wait until the next meeting to see if we get a response and if not, then we write again and copy to SCC. AMJ said that she had received a complaint about the tractor wheels bringing mud and stones onto the road. The mud washes away, but the stones are left behind. RCC decided no action as we live in a rural community and this has to be expected.
9. Village Hall: Still waiting to hear from OVW about the trees. Re. Public Liability on the car park, asset of £15K – Allianz confirmed that if there was an instance when someone hurt themselves in the car park, they would sue the people who maintain it on a day to day basis in the first instance. If their insurance failed then Allianz would cover us as we already have owners Public Liability, but it wouldn’t be used in the first instance. Need to clarify with VH and they must take out their own Public Liability on the car park as maintainers of it. SW to raise in the next VH meeting. Bunkhouse closed for maintenance during January. Showers being refit.
10. Parking in Rhossili: JB told SCK that work can start on The Green in mid February, subject to the weather.
11. WA correspondence: None
12. One Voice Wales: Disability Wales seeks new appointed members to its Board of Directors. WAG consultation on the Capital Finance Framework. One Voice Wales is holding a training session in The Guildhall, Swansea on Thursday 21st January 2010 and would like to know if members of your council are interested. Latest edition of “The Voice”.
13. Planning: 2009/1541 Little Hill House recommended for approval.
2009/0772 Talgarths Well – additional plans to support the application – RCC no further comments

14. Finance: Still waiting to receive the payment from NT re. footpath maps. Payment requisition for 31/12/09 passed to SCK. Precept for 2010/11. Thank you letter from the trustees of Pitton Chapel for the donation of £150 towards the refurbishment works. RCC agreed to ask for £2160 precept for the year 2010/11. Gower website £100 – RCC agreed. ST reported that the laptop has stopped working. SW will try to find out if it can be repaired, otherwise may need to get some quotes for a new one.
15. Correspondence: Surgery posters for Edwina Hart, Martin Caton and Peter Black. Notts Sport offering sport ground resurfacing. Local Development Plan Delivery Agreement. Update from Port Eynon CC and Alun Cairns on the dredging. ST to email them to say thank you for keeping us informed. Lord Mayor’s Charity Ball 12th Feb 2010. Community and Town Councils Forum 19/01/10.
