Minutes of the meeting held on Tuesday 13th July 2010

Apologies: Sally Thomas (ST2) 3. Declaration of interests: 4. Minutes of the last meeting: Signed as correct. 5. Matters arising: none that are not covered elsewhere on the agenda 6. National Trust: Gorse at the top of cliffs between Mewslade and Fall Bay (NT). AMJ said that the bracken is 5ft high and a mass of thorns between path and wall. NR asked ST to mention the following: Life Buoy at Fall Bay rocks has gone, someone has burned one of the boats and left a lot of rubbish, broken glass and rusty nails there, which is a hazard for dogs and children. The return spring on the 2nd gate down to Rhossili Bay is not working, so the gate stays open. There is lots of rubbish in the ferns between the gate and the bay itself. A lot of ragwort on Fall Bay Cliff and in the Vile. ST to write to the NT. SCK said that permission was given for a wedding on the beach and the marquee was up for more than one night. There has been illegal camping on the beach and all the rubbish was put inside a disposable tent and left there. Need to monitor rubbish levels. Also a number of campervans overnight in the church car park. AMJ to mention it to Gill Wales. 7. Footpaths: AMJ said that Mewslade Lane has been trimmed. Creation order of the footpath at Bunker’s Hill. 8. Highways: Buses. SCC said that penalty points can be levied against the company and in the worst case the contract cancelled. June 23rd 5:40pm from Swansea could not exceed 20 mph. Same bus went out at 7:30am next morning and was 30 mins late next day. 8:45am from Rhossili to Swansea did not run. July 7th driver turned up from work and bus was not roadworthy, because it was so late, 7:30am from Rhossili did not run, as route started at Penmaen. 9th July 3:10pm from town broke down in Penmaen. 12th July 10:10am from town broke down in Scurlage, ran out of oil and water so 11:10 from Rhossili did not run at all. Send email again to John Hague and copy other three. NR has a letter dated 25/4/06 from Mr English, signed Mark Thomas to confirm that a Pilton Green settlement sign would be installed, as yet it has not appeared. Stephen Miles replied re. our comments on the notice board being moved by the bus stop in Rhossili to say that if it has to be moved SCC will bear the costs. SCK still waiting for a sample of aggregate. 9. Village Hall: RCC meetings should be in old kitchen moving forward. 10. Water pressure in Rhossili: Residents have expressed concern that the water pressure was insufficient when the fire brigade came to tackle the blaze at Gower Cottage in Pitton. ST to write to Reynoldston fire station to ask if there was a problem with water pressure when they were tackling the recent fire. 11. WA correspondence: Local Authourity Byelaws - a consultation. 12. One Voice Wales: National Training Programme. Carl Sargeant AM, Social Justice and Local Government Minister, will make a statement in Plenary on 13th July introducing the Proposed Local Government Measure. The Measure will include many provisions relevant to community and town councils and you may wish to watch his statement live on www.senedd.tv. The Plenary session starts at 13.30 and the statement is expected between 15:45 and 16:00. 13. Planning: SCK spoke to SCC about solar panels and if planning needed. Planning is not needed, just building control. Local Development Plan news. Appeal re. Land to the rear of The Poplars, Pitton Cross. The unauthorised siting of a caravan used for residential purposes and the unauthourised siting of a container unit used for the storage of domestic furniture and household goods. NR arrived at the meeting. ST to write to SCC and say we do not condone the continued use of the residential van and support SCC in their enforcement. We are worried that if this were to be allowed, it would lead to the proliferation of people buying small fields, installing a caravan and getting planning by default and this would inevitably lead to a change in the character of the area. Apparently, SCC sent a plane over Gower during Spring Bank to conduct an aerial survey of illegal caravans. 14. Finance: NT have now paid for the footpath maps and the advert. Balance £1295, projected balance £1190 after cheques have been presented etc. 2nd payment to clerk of £250 for Jul-Sep. Pitton Cross have had 134 maps – ST to invoice. 15. Correspondence: Swansea in Bloom competition. Community Councils Forum 22nd July. Annual report of the public services ombudsman for Wales. Clerk and Councils Direct. SSAFA and Shelter Cymru asking for funds. Invitation to the chair to the presentation of the freedom of the City of Swansea to the Archbishop of Canterbury. 16. Items for the next meeting: Buses 17.
